Xi and Putin driving Eurasia resurgence, says Duowei

Chinese president Xi Jinping and his Russian counterpart Vladimir Putin are actively driving the resurgence of Eurasia, reports Duowei News, a US-based Chinese political news outlet.

Xi and Putin were among the leaders who attended the "dual summit" of the BRICS nations — Brazil, Russia, India, China, South Africa — and the Shanghai Cooperation Organisation — China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan —in the Russian city of Ufa on July 8-10.

In his speech at the BRICS summit, Xi called for the formation of a community of responsibility and common destiny based on mutual political trust, economic integration and cultural tolerance.

The importance Xi has placed on the dual summits reflects China's growing investment in diplomacy as part of the country's continuing plan to comprehensively deepen reforms, Duowei said.

Since coming to power in November 2012 as general secretary of the Communist Party, Xi has sought to strengthen ties with Africa and Latin America, as well as build a new type of "major powers" relationship with the US, Duowei said, though it is clear that his primary focus is firmly on Eurasia.

According to Duowei, China's main strategic emphasis now is Xi's ambitious "Belt and Road" initiative, which aims to boost connectivity and cooperation among countries in Eurasia. The two-tier project comprising the land-based Silk Road Economic Belt and the sea-based Maritime Silk Road is likely to be tied in with the newly formed, Beijing-led Asian Infrastructure Investment Bank and New Development Bank (NDB), formerly the BRICS Development Bank, and its US$100 billion emergency reserve fund, of which China is the largest contributor with a share of 41%.

China is not the only country aiming for a Eurasia resurgence, Duowei said, adding that Russia as well as other emerging nations have also been moving towards developing stategies of regional integration.

This is not surprising given Eurasia's strong potential, Duowei said. Eurasia accounts for 75% of the world's population and holds a significant portion of the world's mineral resources. Up to 60% of the world's gross national product is attributable to Eurasia, and three-quarters of the world's known energy resources are also found on the Eurasia mainland, Duowei added, noting that proper strategies and management will reap massive benefits for every party in the long run.

The three main powers in Eurasia are the European Union, Russia and China, Duowei said. The EU is struggling with the Greek debt crisis, while Russia is reeling from the economic sanctions imposed as a result of its annexation of the Crimean penninsula from Ukraine last year, leaving China as the most important driving force of the region, Duowei added.

The unprecendented level of cooperation and integration developing across Eurasia provides cause for optimism, notwithstanding the instability caused by sluggish economies, terrorism, religious fundamentalism, environmental pollution, territorial disputes and military conflicts, Duowei said.

For Beijing, a prosperous Eurasia is not only the key to reviving China's slowing economy, it is the road to greater international credibility and authority, Duowei said. While there is still much integration to be coordinated and many obstacles to overcome, China must face these problems head on if it intends to succeed, Duowei added.

Reasons behind Russia's reluctance to join AIIB: Duowei

Russia may have good reasons behind its reluctance to join the Asia Infrastructure Investment Bank (AIIB) proposed by China, says Duowei News, a US-based Chinese political news outlet.

With the March 31 deadline for applications to be a founding member of the AIIB looming, Russia has still not decided whether it wants to be a part of the multilateral development bank aiming to finance infrastructure projects in the Asia region. A March 23 report in a Russian newspaper cited comments by the country's deputy finance minister Sergei Storchak to the effect that Russia has not yet decided if it will apply for membership.

While Russia sits on the fence, several other countries have already caught the "late train," with Australia, South Korea and Austria each indicating a desire to apply over the past week. International Monetary Fund (IMF) managing director Christine Lagarde and Asian Development Bank president Takehiko Nakao also both recently declared a willingness to cooperate with the AIIB, which has been viewed as a key sign of support for China.

While it is natural for the United States and Japan to be skeptical of the AIIB, Duowei said, Russia's reluctance to join has been considered a head-scratcher by many analysts because it appears to have more reasons than countries like the UK, France and Germany to want to be a part of the system.

Back in 2007, Russian president Vladimir Putin publicly stated that the world needs to establish a new international financial system to replace the outdated, undemocratic and awkward systems of the present. With the United States still in charge of global financial order, it is inevitable that the financial reforms Russia is pushing for will involve building a new platform, Duowei said.

The scope of the AIIB has already far exceeded that of a regional investment bank and has the potential to influence financial markets on a global scale, Duowei said. Even though the Ukraine crisis, which has isolated Russia from the West, has been devastating for the national economy and its future prospects, Russia is still undergoing structural changes to its economy and holds strong potential in its infrastructure development sector.

Based on information released by Oxford Economics, Russia has attracted more foreign direct investment over the last decade than both Brazil and India, though this does not necessarily mean that investment funding in the infrastructure development sphere meets demand. The Global Competitiveness Report 2013-2014, published by the World Economic Forum, said that the quality of Russia's infrastructure, due to a lack of investment, has slid to be ranked 93rd in the world.

The Road to 2030: A Survey of Infrastructure Development in Russia, a report from global professional services organization EY, notes that in the past five years, Russia has announced at least 325 infrastructure projects. These, as well as other projects such as the upgrading of the Trans-Siberian Railway and the competion of 14 operational airfields in the arctic by the end of the year, will all require significant sums of investment funding, Duowei said.

Despite the above backdrop, Russia still has three main reasons for refusing to join the AIIB, Duowei said. The first is that Putin still wants to build Russia into the leader of Eurasia's economic community, something membership in the AIIB cannot help him achieve. Even if Russia joins, it will not have the power to dictate terms and will arguably not even have significant authority, Duowei added, adding that this is perhaps why Russia is pursuing alternatives such as strengthening bilateral ties with China and actively boosting its position in the BRICS community among the other emerging nations of Brazil, India, China and South Africa.

Secondly, Russia does not want membership in the AIIB to rob it of its economic independence. While Russia can compete with the US and China in terms of its military might, its economy its undoubtedly a fatal shortcoming. According, the Kremlin may have concerns over whether, with China leading the way, the AIIB can genuinely improve infrastructure development in Asia and operate in a fair and open manner that adheres to financial discipline. The better option might therefore to wait and observe to see how the AIIB functions first before deciding whether it is prudent to join, Duowei said.

Thirdly, Russia's reluctance to join the AIIB may reflect China's wishes to some extent. In recent weeks of negotiations, China has been insisting to European countries that Beijing will not have veto power in the AIIB, a declaration that has prompted the likes of the UK, France, Germany and Italy to decide becoming a founding member. The absence of the maligned Russia from this picture therefore actually assists China in gaining support in Europe, Duowei said, noting that this theory makes sense given that China and Russia are now viewed as being in a "quasi-alliance" by the international community. Considering its strong ties with China, Russia will not have too many difficulties if it decides to join the AIIB once the bank is up and running and moving towards success, Duowei added.

France, Germany and Italy on Tuesday announced plans to join the Chinese-led development bank AIIB, drawing concern in Washington which views the institution with scepticism.

The three European countries want "to become founding members of the Asian Infrastructure Investment Bank (AIIB)", they said in a statement.

The $50 billion (47 billion euro) AIIB has been feted by Beijing as a way of financing regional development, but it is seen as a potential rival to US-based institutions such as the World Bank.

Washington, Tokyo and Seoul have declined to become founding members -- but within a week, Europe's four biggest economies have signalled plans to join.

London on Thursday announced its ambitions to be the first Western country to join the bank, in a move to bolster relations with China.

At a joint press conference with Chinese Vice Premier Ma Kai on Tuesday in Berlin, German Finance Minister Wolfgang Schaeuble said his country along with Italy and France "want to bring our long experience ... to help the bank build a solid reputation".

"We want to make a contribution to the positive development of the Asian economy, in which German companies are actively taking part," he said.

But Europe's move was met with a warning of caution from the United States.

Treasury Secretary Jacob Lew said Washington's main concern was whether the bank would "adhere to the kind of high standards that the international financial institutions have developed".

"Will it protect the rights of workers, the environment, will it deal with corruption issues appropriately.

"Our point all along has been that anyone joining needs to ask those questions at the outset and I hope before the final commitments are made anyone who lends their name to this organisation will make sure that the governance is appropriate," Lew told Congress.

China and 20 other countries signed a memorandum of understanding to establish the Beijing-headquartered bank in October.

Responding to reports of European interest in the bank, Chinese foreign ministry spokesman Hong Lei said: "We welcome countries to join the AIIB as prospective founding members."

"The AIIB is an open and inclusive multilateral investment institution," the spokesman said, adding that "participation by countries outside the region will intensify the extensive representativeness of the AIIB."

BRICS leaders have called for a fair and objective probe into the crash of a Malaysia Airlines passenger plane in Ukraine’s eastern Donetsk region.

“I was shocked,” said Chinese President Xi Jinping at a joint press conference with Argentine President Cristina Fernandez de Kirchner of the Thursday tragedy, which killed all the 298 people aboard the ill-fated Flight MH17.

The Boeing 777-200 airliner was en route from Amsterdam to Kuala Lumpur when it suddenly vanished from radar. The Ukrainian government and pro-Russia rebels in eastern Ukraine have traded charges of shooting down the plane.

The Chinese president conveyed his deep condolences on the massive loss of lives and sympathies with the families of the victims.

“I hope that a fair and objective probe will be carried out to establish the truth as early as possible,” said Xi.

In a separate statement, Indian Prime Minister Narendra Modi said “he hopes the circumstances of the disaster are established quickly”.

Brazilian President Dilma Rousseff has also urged a speedy investigation into the terrible tragedy.

“First, it should be established what really happened. The Brazilian government will give no assessments until the circumstances are clear,” said Rousseff.

Rousseff was echoed by South African President Jacob Zuma, who stressed on a transparent probe into the incident.

“We also extend our sympathies to the Government and the people of Malaysia, as well as all countries that have lost their citizens in the tragic crash. South Africa calls for a thorough, transparent and independent investigation to determine the cause of the incident,” said Zuma.

Meanwhile, US Ambassador Samantha Power told an emergency meeting of the UN Security Council on Friday that Washington cannot rule out that Russia aided in the launch of the surface-to-air missile that shot down the plane.

A 25-member team of international observers from the OSCE has been to the crash site, but details are yet to emerge on the formation of the probe body.

Russia said Wednesday that it was open for cooperation with major Western powers, but ruled out a return to the Group of Eight (G8), made up of the seven most industrialized nations, known as G7, and Russia.

“Such a format does not exist for now,” Kremlin spokesperson Dmitry Peskov told a Russian radio station.

Russia would, however, continue to participate in the Group of 20, which includes the most developed and major developing countries of the world, Peskov said.

Leaders of G7 declared in March that they would boycott the G8 summit in Sochi, where they were scheduled to have met with Russia this week. Instead, they gathered in Brussels for a two-day G7 summit.

The expulsion of Russia from the G8 came three days after Crimea accession to Russia.

Peskov said Russian President Vladimir Putin will not have a bilateral meeting with US President Barack Obama even though both leaders are attending the 70th anniversary of D-Day Landings in France’s Normandy on Friday.

“We are not making such preparations … Participants of war memorial events will stay together, in one group,” Itar-Tass news agency quoted him as saying.

He, however, did not rule out possible brief talks between Putin and Ukrainian President-elect Petro Poroshenko.

The Kremlin earlier confirmed that Putin, on his first visit to a Western country since the start of the Ukraine crisis, would have separate meetings with British Prime Minister David Cameron and German Chancellor Angela Merkel in Normandy.

The US and EU have imposed travel bans and asset freezes on dozens of Russians over what they called Russia’s “meddling” in Ukraine’s affairs.

The European Union, however, would be troubled by Russia’s attempts to veer away from gas exports to the bloc by moving towards energy-hungry China.

Russia has had some success in diverting attention away from the troubling sanctions with the successful negotiations that led to the inking of a massive $400 billion gas deal with China last month and also the signing of the treaty to form the Eurasian Economic Union (EEU) with Russia, Kazakhstan and Belarus, a combined $2.7 trillion economy and vast energy resources.

The crisis in Ukraine has strengthened Russia's strategic partnership with China, says Vassily Kashin from the Moscow-based Center for Analysis of Strategies and Technologies, according to Vedomosti, a Russian-language business daily.

China is currently the only nation on the UN Security Council to retain cordial relations with Russia after the latter moved its troops into Crimea, said Kashin. Even if the United States and other NATO countries do not impose sanctions against Russia, it will be very difficult for Moscow to continue normal economic relations with Western countries.

As Japan may become the only nation of the Group of Eight which will still seek cooperation with Russia, China's position as one of Russia's only trusted allies can be strengthened. Russia will seek to speed up its negotiations with China regarding both military and economic cooperation pacts, Kashin said, specifically suggesting that Moscow should sign contracts on the provision of natural gas and the sale of the Sukhoi Su-35 fighter to China before President Vladimir Putin embarks on a visit to Beijing in May.

To demonstrate Russia's sincerity towards China, Kashin believes that the advanced Su-35 fighters may be turned over to China earlier than expected. Russia may also launch more joint military exercises and even expand its military relationship with China, according to Kashin, who told Vedomosti that China may become the only beneficiary of the Ukraine crisis.

AAM: Well, I will say that he has been gradually coming out of containment, and reintegrated, shall we say, into society and into his role and decisions. So what I say to you is be vigilant and be the observer. Do not get caught in what appears to be the drama of this readjustment of power. So, allow the shifting of the core and the centers of power to be adjusted.

Russia has a very important role to play in the future years, as I have said before. So, stand back, my friends. Be the observer. I am not asking you to extend your wholehearted trust and empathy to this individual. What I am asking you to do is to extend trust to your own discernment, because it is not 100 per cent clean, but it is not dirty either.

"... The Truth About Angels

I want to talk about angels. I really haven't done this much before. Kryon is not an angel, but rather a helper. My partner has called me a benevolent angel of the New Age, but that's not exactly right. I'm a helper. Believe me, if you saw an angel you'd know the difference.

Number one: Are angels real?

Absolutely! Yes.

Number two: Who or what are they?

There is a system, dear ones, of benevolent help for this planet. It's so complex that it's very difficult to discuss with you since you are biased to what you think it is. Where are angels? What do they do? How often, who are they, where do they come from? I'm going to give you some information that some won't like, and some will.

Physical visits: Angels come when they are needed, and they come from the central source. Normally, it's at various points in Human time for both humanity in general and for individuals. Each time they come, it is spectacular. Not one of them is corporeal. Again, Humans have decided that when an angelic entity visits them, in order to make the visit credible or explainable, they must put skin and wings on them and give them a name. Humans color their outfits white [which signifies purity], draw pictures of them, put halos on them, and report them in spiritual history. But that's not what they look like. They are multidimensional beings, not corporeal.

It was probably Moses who described the appearance of an angel in the clearest way, as a burning bush. Fire which does not consume itself or a spinning ball of iridescence is a good description of angelic energy. Indeed, the burning bush was an angel. What's dramatic about angelic energies is that they appear when you don't expect as a ball of energy coming at you. Sometimes they come right through a wall! They are iridescent, some looking like fire, and they have a tendency to frighten a Human! Every single report in scripture describing an angel visit tells you that the angel immediately communicated, "Fear not!" Now, why would any of you be afraid of a beautiful woman with a halo in a white robe? [Kryon laughter] The reason the angel gives this message is because they don't look like that! Dear ones, they are not here to frighten you, but rather to present themselves in all their beauty and their majesty - so grand that some cannot even look upon them. Grand they are.

Now here's the part that you didn't expect. They are a collective. There's no such thing as a singular angel. You might see it as a single angel like you see your body as a single entity, but you are not aware of the soup of angelic power. Angels speak with many voices, but they speak in your head, not in the air as vibrations of sound. Angels normally do not speak to crowds. They speak individually to one Human or another, but it's the collective voice of many, perceived and "heard" as one.

"But Kryon, what about Archangel Michael? I know somebody who is channelling this beautiful, single angel. What about that?" The message from Archangel Michael comes from a group. It's a powerful group, but think of it as "group consciousness perceived as one". Kryon is the same way. All of us who represent the other side have these attributes. We are not corporeal and not singular.

The next thing is even harder to understand, and it's not what you have been told. There's no hierarchy of angels. None of them are above any other in a system of "who's the most powerful or who is in charge". Instead, they are part of the soup of God and they are all identically majestic. Some are appointed to be ambassadors for the others, but they are not higher than the others. They are here by design, and they give messages to help accelerate the benevolence and love of God within humanity.

Probably the most quoted angel is Archangel Michael, who you perceive is the highest of the high. However, Michael is technically a group and does not have a hierarchical position. It just looks that way because the messages are delivered in a specific area of importance to the planet. Michael will tell you, "I am one of many, all majestic, all containing the love of God, all beautiful, all benevolent, all for your service of humanity." But Human Beings want a hierarchy. This one's important; this one is not as important; this one you can throw away.

What is the hierarchy of your organs? Which ones don't you need? Which ones keep you alive? They all do! But you often single out the heart as the most important. Is that really true or does it simply "speak for all"? Oh, and which organ rebelled against the others and left the body? [Kryon smile]

Let's discuss the mythology of Lucifer. Here is an angel who didn't like what was going on, so he left. Or perhaps he did something wrong and was thrown out of God's house. Dear ones, do you see the Human bias here? This story is ridiculous and comes from "humanizing God". You can't take the Human attributes of judgment, war, fighting and drama and plug them into the majesty of the creator. But Humans have done that forever.

Nothing leaves the soup of God! It's pure energy that represents the totality of Spirit. It is finite - always the same quantity of parts [putting the expression into 3D for you]. God is the energy of creation, and it stays together like a mist that never moves out of a quantum containment of love. You can't take part of the mist away or it wouldn't exist! It is what it is and will always be perfect, and always the same, and always whole. Nothing adds or subtracts from the majesty of God.

You'll find angels all through history. They are representatives of the energy of creation. They have no gender, because they are energy. They're not male or female, and they're all equally as strong. They're beautiful, multidimensional messengers giving help to humanity. The only thing that separates them is their type of "service", or their "specialty". But they are always part of us, even when they are seemingly separated, and speaking to you. I know who they are, and I've watched them work. I'm a messenger too, but not an angel. ...."

Chinese president calls for "win-win" int'l relations

China's president Xi Jinping on Saturday called for building a new type of international relations with win-win cooperation at the core.

Delivering a speech at the Moscow State Institute of International Relations, Xi expounded on China's view on the current international situation and its position on international relations.

The Chinese leader stressed that China will unswervingly follow the path of peaceful development and steadfastly develop its comprehensive strategic partnership of coordination with Russia.

Xi, accompanied by Russian Deputy prime minister Olga Golodets and the institute's president Anatoly Torkunov, spoke to a packed auditorium.

"We are now living in a rapidly changing world...Peace, development, cooperation and mutual benefit have become the trend of our times," Xi said.

"To keep up with the times, we cannot have ourselves physically living in the 21st century, but with a mindset belonging to the past, stalled in the old days of colonialism, and constrained by zero-sum Cold War mentality," Xi said.

"People of all nations should combine their efforts to safeguard world peace and promote common development," Xi said.

Xi said China believes that it is up to the people of a country to choose their own path of development and that people worldwide can share the fruits of development and security.

In the face of complex security threats, one country cannot act alone and it is even worse if it is obsessed with military options," he said. "The only right choice is to achieve collective and common security through cooperation."

Xi said the international community should stand by the democratic principles governing world affairs, under which the fate of the world lies in the hands of all people in the world, the internal affairs of a sovereign nation is decided by its government and people, and world affairs are managed by governments and their people through consultations.

Xi said China has mapped out its development blueprint at the 18th National Congress of the Communist Party of China (CPC) held in November.

The Chinese people fully understand that only through continuous and arduous efforts can the goals set in the blueprint be reached, he added.

Xi reaffirmed that China will stick to peaceful development, saying that the Chinese people love peace, deeply appreciate the value of peace and also need a peaceful environment to build their nation.

He also called on other countries to adopt peaceful development.

Xi said that China's development, as outlined in the notion of the Chinese dream, will not only benefit the Chinese people, but also the people of all countries.

On China-Russia ties, Xi stressed that the two countries, as each other's biggest neighbors, have much in common on national development, and that the Chinese people hopes Russia will realize its goals swiftly.

The China-Russia relationship is the most important one in the world and also the best between major powers, Xi said, noting that a high-level and strong China-Russia relationship is not only in the interests of both countries, but also serves as an important guarantee of international strategic balance and world peace and stability.

Xi raised a three-point proposal on developing bilateral ties under the new circumstances.

Firstly, the two countries should be firmly committed to developing a future-oriented relationship, always be each other's good neighbor, friend and partner, and support each other in protecting their core interests and dealing with its internal affairs.

Secondly, they should be firmly committed to developing a relationship centered on win-win cooperation by creating more converging interests and opening up more areas for cooperation to constantly push their practical cooperation to a higher level.

Thirdly, they should be firmly committed to developing friendship between the two peoples. For China and Russia, both having a long history and splendid culture, cultural and people-to-people exchanges are irreplaceable in enhancing friendship.

Speaking to the two countries' youth, Xi said the young people are the future of their countries and the world, and they are also the future of the cause of building friendship between China and Russia.

"I am looking forward to seeing more and more Chinese and Russian young people take over the task and devote themselves to the cause of developing friendship between the two peoples," he said.

In conclusion, the Chinese leader expressed the belief that China-Russia ties would enjoy sound development, better benefiting the two peoples and better promoting world peace and security.

The Moscow State Institute of International Relations, set up in 1944, was a prestigious institution that specializes in training Russian diplomats.

I'll tell you, dear one, that the Armageddon is happening on some other earth, in some other time! You can write that prophecy off as something that is not going to happen to you.

I'll say this again, dear Human Being: Do not look at past prophecy and apply it to anything that is going on here. Past prophecy had you dead at the millennium, did you remember that? Yet you're here in 2012! You've moved on to the current prophecy of the ancients, of the indigenous of the planet who saw a melding together of north and south - the prophecy of the feathered serpent and the prophecy of the condor and the eagle. This is a movement of energy on the planet in a way no "modern day" prophet ever predicted. Instead, it came from the indigenous, for they saw the potentials of some time fractals that spoke of humanity passing the fifth decision point and moving into the next part of what we call the Great Shift of Human Consciousness.

The final thing about swords is celebration. What happens when Human Beings walk under crossed swords? What is the general idea of that? It's marriage, is it not? So let us give you, finally, the symbol of the marriage on the bridge. It has so many meanings! It's the marriage of what used to be with what can be, it's the marriage of compassion and the Human spirit, it's the marriage of your soul entity on the planet with your creative seeds (the Pleiadians), it's the marriage of you and you! It's the coming together of the north and south. It's beautiful. It's The Bridge of Swords.

Perhaps you're here this day or listening or reading and this is all new to you and you'll say, "I don't know if I'm an old soul or not. Am I part of this crossing? Am I going across the bridge?" Let me say this to you: Don't analyze this! I'll give you a fact. If you're listening right now (or reading), then you're part of it! It's the only thing that has brought you to the page, to the chair, to listen or read or know. If you're interested, then you're part of it. It may take some of you to suspend belief on how it works, but you're part of it! I'll say this again: Don't over-analyze it. Many will awaken and follow. The bridge will be there as long as you live.

What are you suppose to do? Just be, old soul. Go to work and show the light there. Show that you have compassion for those around you. Go home to your family that perhaps doesn't believe this, and don't judge them. Instead, show your compassion to them because you have a piece of God inside you. Think of what the masters would do right now. They're not standing here in judgment, they're celebrating your life! No matter who is in front of you, celebrate their lives! Be the example of a compassionate God and of the divine seeds that are in you, and that will shape your future. Do not be afraid.

What the media gives you next, what happens next in the Middle East, what happens in these next years, will all be part of the old energy reaction. Darkness can't cross the bridge and they are going to die because of it. And I don't mean Humans. I mean the energy itself of hate will be dead and eventually gone. This is the promise and I speak to those now who have complete and free choice to change it, but I tell you, you won't because the push is too great. The ball has already started to roll.

For 20 years, you've seen it coming. You have a right for peace on the earth. It is a time that you have planned on. There is precedent at hand, for the Pleiadians did it, those from Orion did it, the Octurians did it. The parents of the parents of the parents of the planetary systems that you're in did it. Now you're doing it. A long process is ahead of you until the last vestige of old energy is gone. BRICS nations thrash out World Bank alternative

Experts from five emerging world economic powers have told how a two-day forum for thinktanks this week reached consensus on creating a BRICS development bank designed to complement existing global financial institutions such as the World Bank.

Liu Youfa, deputy director of the China Institute of International Studies, said, "At the previous forum before the BRICS summit meeting in March, we were still discussing whether to create this bank, but now we are talking about how to create this bank."

The 2012 BRICS Think-Tanks Forum, held in southwest China's Chongqing municipality on Wednesday and Thursday, was part of efforts by the five countries — Brazil, Russia, India, China and South Africa — to create a BRICS development bank. Its establishment joined the official agenda when BRICS leaders agreed at the organization's summit in India's New Delhi in March to consider the possibility of creating a new development bank. They decided to convene expert meetings on the matter.

Being the first think-tank forum of its kind, briefed to advise governments of each BRICS country, experts at the event said in follow-up interviews that their agreement on the necessity and practicality of creating the bank would be presented to officials, who would advance the governments' decision making.

Ideas that carry weight

Liu Youfa said thinktanks are a preliminary step in government policy-making and the influence of their ideas in part depends on their feasibility and thoroughness.

According to Liu, the consensus from the forum has three main aspects: the need to build a legal framework, the need to establish a theoretical framework and the need to further discuss technical issues. The first of these concerns defining the legal status of the bank, the second was to explain its purpose, and the third was about how the bank should be run and capitalized and other specific matters.

Leonid Grigoriev, deputy director of the Russian Energy Agency and professor of the Higher School of Economics, said, "We generally agreed to create this bank. We scanned all the related issues to be further discussed and formed our opinions on them, issues such as the mode, the capitalization, the purpose of the bank.

"What we did is groundwork and solving technical issues. The rest is for political negotiations, but the governments need ideas in making decisions, especially those from other countries."

Such think-tank forums are usually held right before BRICS leader meetings, as they were before the summit in New Delhi this year and the one in Sanya, China, last year. Interviewed experts said much of the content of the reports formed at the two forums eventually appeared on the summit declarations.

According to HHS Viswanathan, a distinguished fellow of India's Observer Research Foundation, this week's event did not produce a report, but its discussion will surely be included in the report of the next forum, set to take place in South Africa before the next summit there in 2013.

Viswanathan told Xinhua that India expects to see the bank established as soon as possible. Although no timetable was set, a road map has become clear after this week's forum and all five sides are clear what to do next: figuring out the bank's form of organization, equity shares, head office and other issues.

At March's summit, the BRICS leaders also directed finance ministers to examine the feasibility and viability of the bank, set up a joint working group for further study, and report back to them before the next summit.

Experts at the forum clarified that the study by the working group was not as thorough as their discussion and that finance ministers usually focus on domestic issues.

The experts said in interviews that they believe a detailed plan that covers the issues mentioned above could be forwarded to the five governments in a year and that, if the plan is adopted, the governments will probably later set up a preparatory committee to kick off the bank's establishment.

Alternative to World Bank

The Delhi Declaration, issued after the BRICS summit, said the new development bank's aim was "mobilizing resources for infrastructure and sustainable development projects in BRICS and other emerging economies and developing countries, to supplement the existing efforts of multilateral and regional financial institutions for global growth and development."

When explaining why the BRICS countries need a development of their own, many experts found fault with the existing global financial institutions, in particular the World Bank, for not providing adequate capital for much-needed large infrastructure projects in BRICS and other developing countries.

Yaroslav Lisovolik, member of the Management Board of Deutsche Bank Russia, said the bulk of world savings and financial resources was concentrated in the developing world, but the pattern of the past decade had seen developing countries channelling a significant part of their reserves into the developed world.

For the BRICS, the creation of a development bank may support the institutional base of BRICS integration. For other developing nations, the bank could address one of the greatest reserves for growth in the world economy — the development of infrastructure, Lisovolik said.

Since the word BRIC was coined 10 years ago to group four leading emerging economies — later expanded to include South Africa — its member countries have consistently grown faster than developed nations. By the end of 2011, the BRICS account for 42% of the world's population, 20% of GDP, and 15% of international trade.

Despite that, experts at the meeting said BRICS countries did not have a corresponding role in global governance, particularly in a world financial system dominated by the United States and Europe.

BRICS and other developing countries have continuously called for reform of the World Bank and the International Monetary Fund. The Delhi Declaration said, "We welcome candidatures from the developing world for the position of the President of the World Bank. We reiterate that the Heads of the IMF and the World Bank be selected through an open and merit-based process."

"Furthermore, the new World Bank leadership must commit to transform the Bank into a multilateral institution that truly reflects the vision of all its members, including the governance structure that reflects current economic and political reality."

The developing world's reform efforts have not made much progress yet. Most noticeably, in 2011, developing countries failed to agree to a powerful alternative to Christine Lagarde, who eventually won the nomination to IMF chief.

Oliver Stuenkel, a professor of international relations from Brazil, said at the forum that the United States and Europe remained reluctant to fully include emerging powers into existing financial structures, and a BRICS development bank could indeed become an effective tool to serve emerging powers' needs, while bypassing restrictions and political pressures from US- and Europe-funded banks.

Forum delegates generally agreed the BRICS banks should be a supplement to the World Bank and other multilateral or bilateral financial institutions, and its creation was not intended to subvert the current Bretton Woods system. However, they said the BRICS bank could put pressures on the current system and compete with the World Bank.
