Jeremy Hunt backs 12-week legal limit on abortions

Health secretary's controversial intervention unlikely to be welcomed on eve of Conservative conference

The health secretary, Jeremy Hunt, has said that he backs halving the legal time limit for women to have abortions, from 24 weeks to 12.

The intervention by Hunt reignited hostilities over one of the most polarising issues in politics on the eve of the Conservative party conference.

Coming just days after Maria Miller, the women's minister, backed calls for a reduction in the legal limit for abortions, Hunt's comments deepened fears among pro-choice campaigners that abortion laws are set to come under renewed assault.

"There's an incredibly difficult question about the moment we should deem life to start," said the health secretary, who had held off on publicly stating his current position on abortion since he was given the portfolio in last month's reshuffle.

"I'm not someone who thinks that abortion should be made illegal. Everyone looks at the evidence and comes to a view about when that moment is and my own view is that 12 weeks is the right point for it."

His comments were described as "shocking and alarming" by Diane Abbott, the shadow minister for public health, who added: "It does seem as if the Tories are gearing up for another assault on women's reproductive rights.

"It's almost like he has plucked 12 weeks as a figure out of thin air, but it's very alarming that the secretary of state for health wants to take a position on women's reproductive rights that is not based on medical evidence.

"We're seeing a sustained ideological attack on the science, and the rights that British women and families have fought for. There is no evidence to support a reduction in the abortion time limit and this view is supported across the medical profession.

"It's a really frightening thing for the sorts of decisions he is going to make on reproductive rights. The Tories seem determined to open up this front on what the Americans call 'values'."

Hunt's remarks caused surprise among health experts. Although 91% of abortions take place before 12 weeks, health professionals warned that a cut-off for terminations at that point would curtail testing for conditions such as Down's syndrome and rush women into having abortions they might come to regret.

Dr Kate Guthrie, a spokeswoman for the Royal College of Obstetricians and Gynaecologists, questioned the basis for Hunt's reference to making his decision after looking at evidence. "What evidence is he thinking of? I can't think of anything."

She warned that, if women were not allowed legal terminations, they would resort to buying abortion pills over the internet and embarking on other risky courses of action.

Hunt, who made his comments in an interview with the Times (paywall), denied that his stance was a consequence of his Christian belief: "I don't think the reason I have that view is for religious reasons.

"There are some issues that cut across health and morality, a bit like capital punishment does for crime. There are all sorts of arguments in favour and against in terms of deterrence and justice, but also there is a fundamental moral issue that sits behind it. I think abortion is one of those issues."

Clare Murphy, head of public policy for the British Pregnancy Advisory Service, meanwhile said that the proportion of abortions taking place after 12 weeks had remained fairly static at about 8% of all abortions.

Hunt's intervention was welcomed by Nadine Dorries, the backbench Tory MP who last year launched a failed parliamentary bid to strip abortion providers of their role in providing pregnancy counselling.

She said on Twitter that she was "delighted" with his comments and reiterated that she would re-introduce an amendment to reduce the time lime to 20 weeks, adding that three quarters of GPs wanted a reduction from 24.

However, Hunt's preference for 12 weeks placed him at odds not just with Miller, who favours 20, but also a significant number of Tory MPs and party members who are pro-choice.

Political commentators have questioned the wisdom of sparking a political row over such an emotive issue as the party heads into its conference.

Tory MP Amber Rudd announced in July that she was to launch an inquiry into unwanted pregnancy in an attempt to prevent the issue being hijacked by anti-abortion advocates in her own party.

A spokesman for No 10 said that the prime minister did not share Hunt's view about a cut to 12 weeks. Cameron said during the last general election campaign that he would support a reduction to 20 or 22 weeks.

A Harvard University professor has unveiled a fourth-century fragment of papyrus she said is the only existing ancient text quoting Jesus explicitly referring to having a wife.

Karen King, an expert in the history of Christianity, said the text contains a dialogue in which Jesus refers to "my wife," whom he identifies as Mary. King says the fragment of Coptic script is a copy of a gospel, probably written in Greek in the second century.

King helped translate and unveiled the tiny fragment at a conference of Coptic experts in Rome. She said it doesn't prove Jesus was married but speaks to issues of family and marriage that faced Christians.

Four words in the 1.5 x 3in (3.8 x 7.6cm) fragment provide the first evidence that some early Christians believed Jesus had been married, King said. Those words, written in a language of ancient Egyptian Christians, translate to "Jesus said to them, my wife," King said in a statement.

He added that in the dialogue the disciples discuss whether Mary is worthy and Jesus says: "She can be my disciple."

Christian tradition has long held that Jesus was unmarried even though there was no reliable historical evidence to support that, King said. The new gospel, she said, "tells us that the whole question only came up as part of vociferous

debates about sexuality and marriage".

"From the very beginning, Christians disagreed about whether it was better not to marry," she said, "but it was over a century after Jesus's death before they began appealing to Jesus's marital status to support their positions."

King presented the document at a six-day conference being held at Rome's La Sapienza University and at the Augustinianum institute of the Pontifical Lateran University. While the Vatican newspaper and Vatican Radio frequently cover such academic conferences, there was no mention of King's discovery in any Vatican media on Tuesday. That said, her paper was one of nearly 60 delivered on Tuesday at the vast conference, which drew 300 academics from around the globe.

The fragment belongs to an anonymous private collector who contacted King to help translate and analyse it. Nothing is known about the circumstances of its discovery, but it had to have come from Egypt, where the dry climate allows ancient writings to survive and because it was written in a script used in ancient times there, King said.

The unclear origins of the document should encourage people to be cautious, said Bible scholar Ben Witherington III, a professor and author who teaches at Asbury Theological Seminary in Wilmore, Kentucky. He said the document follows the pattern of Gnostic texts of the second, third and fourth centuries, using "the language of intimacy to talk about spiritual relationships".

"What we hear from the Gnostic is this practice called the sister-wife texts, where they carried around a female believer with them who cooks for them and cleans for them and does the usual domestic chores, but they have no sexual relationship whatsoever," during the strong monastic periods of the third and fourth centuries, Witherington said.

"In other words, this is no confirmation of the Da Vinci Code or even of the idea that the Gnostics thought Jesus was married in the normal sense of the word."

Thes doubts, King said, should not stop scholars from continuing to examine the document.

Those who conducted an initial examination of the fragment include Roger Bagnall, a papyrologist who is director of the New York-based Institute for the Study of the Ancient World, and AnneMarie Luijendijk, a scholar of the New Testament and early Christianity from Princeton University. They said their study of the papyrus, the handwriting and how the ink was chemically absorbed shows it is highly probable it is an ancient text, King said.

Another scholar, Ariel Shisha-Halevy, professor of linguistics at Hebrew University and a leading expert on Coptic language, reviewed the text's language and concluded it offered no evidence of forgery.

King and Luijendijk said they believe the fragment was part of a newly discovered gospel they named "Gospel of Jesus's Wife" for reference purposes.

King said she dated the time it was written to the second half of the second century because the fragment shows close connections to other newly discovered gospels written at that time, especially the Gospel of Thomas, the Gospel of Mary and the Gospel of Philip.

(Reuters) - Attorney General Eric Holder will reassure families of September 11 victims when he meets them later this month that the Justice Department is seriously investigating allegations that News Corp reporters tried to hack victims' phones.

"I'll certainly want to hear what they have to say with regard to their concerns and, to the extent that I can share information with them, I will," Holder said on Wednesday.

"I will try to reassure them that this is something we are taking seriously," he told reporters.

Holder will meet with the families on August 24 at their request following a report in Britain's Daily Mirror newspaper that reporters with the rival News of the World had offered to pay a New York police officer for private phone records of some victims of the 2001 attacks.

The Mirror report, citing an unidentified source, has yet to be independently verified but has fueled speculation that the phone hacking scandal that has rocked Rupert Murdoch's News Corp media empire in Britain may spread to the United States.

The Federal Bureau of Investigation opened an investigation into the hacking allegation after the Daily Mirror report appeared.

The amount of information that Holder can share with the victims' families will likely be limited because of the ongoing investigation.

During an inquiry by members of Britain's Parliament in London last month, Murdoch said there was nothing to suggest his reporters had hacked the phones of September 11 victims.

Dog lovers and professional handlers were among hundreds who turned out to witness the homecoming of a soldier and his springer spaniel who died within hours of each other in Afghanistan.

Lance Corporal Liam Tasker, 26, from the Royal Army Veterinary Corps, was shot on patrol in Helmand. His dog Theo who used to sniff out explosives and weapons, survived the attack but died in camp hours later.

Tasker's body was driven through the main street of Wootton Bassett, Wiltshire, after he and the ashes of his dog were flown into nearby RAF Lyneham in the same plane.

Earlier Tasker's mother, Jane Duffy, said she liked to believe the dog died of a broken heart so that he could be with his master.

Tasker, from Kirkcaldy, Fife, died from injuries he suffered in a firefight with the Taliban, while Theo died after returning to the military base, Camp Bastion.

The soldier was said to have a "natural empathy with dogs" and was described as a "rising star" within the dog training group. The pair were said to be "made for each other".

Theo won praise from the Ministry of Defence for making 14 finds of hidden bombs and weapons caches in five months.

PC Gareth Wilkinson, from Cheshire police, had brought along explosives search spaniel Lottie. He said: "You get attached to the dogs so it's a doubly sad occasion."

Sergeant Steve Jones, of Wiltshire police, who attended with his search dog Chaz, added: "You always view the dogs as working dogs – they are not pets but you train and work with them and often you will spend more time with them than you do with your family so a very close bond develops."

Germany's Merkel: strengthen the euro in 2011

BERLIN (AP) — German Chancellor Angela Merkel says in her New Year message that Europe is dealing with a major test and must strengthen the euro, even as she celebrates Germany's emergence from the economic crisis.

Merkel said in her televised message being broadcast Friday that "it was a good year for Germany." Powered by strong exports, Europe's biggest economy has bounced back strongly in 2010 — leading growth in the eurozone, while unemployment has sunk at home.

"Germany mastered the crisis like barely any other country," Merkel said. "We achieved what we resolved to do: we even emerged strengthened from the crisis."

Still, Merkel said that "we will have to prove our strengths in future too."

Europe is "in the middle of a major test," she said. "We must strengthen the euro. This is not just about our money — the euro is far more than a currency."

"The united Europe is the guarantor for our peace and freedom; the euro is the basis of our prosperity," Merkel added. "Germany needs Europe and our common currency."

Eurozone members Greece and Ireland required financial rescues in 2010 amid a persistent government debt crisis, and Europe remains under pressure to take more action to resolve its woes.

European Union leaders agreed earlier this month to change their main treaty to allow for a permanent rescue plan for countries overwhelmed by debt after 2013, when the existing bailout fund of euro750 billion (nearly $1 trillion) expires. They haven't agreed on details of the mechanism yet.

Financially solid Germany has come in for some criticism over recent months for taking a hard line in the crisis, recently declining to increase the existing rescue fund and consider a proposal for pan-European bonds.
