… The Shift in Human Nature

You're starting to see integrity change. Awareness recalibrates integrity, and the Human Being who would sit there and take advantage of another Human Being in an old energy would never do it in a new energy. The reason? It will become intuitive, so this is a shift in Human Nature as well, for in the past you have assumed that people take advantage of people first and integrity comes later. That's just ordinary Human nature.

In the past, Human nature expressed within governments worked like this: If you were stronger than the other one, you simply conquered them. If you were strong, it was an invitation to conquer. If you were weak, it was an invitation to be conquered. No one even thought about it. It was the way of things. The bigger you could have your armies, the better they would do when you sent them out to conquer. That's not how you think today. Did you notice?

Any country that thinks this way today will not survive, for humanity has discovered that the world goes far better by putting things together instead of tearing them apart. The new energy puts the weak and strong together in ways that make sense and that have integrity. Take a look at what happened to some of the businesses in this great land (USA). Up to 30 years ago, when you started realizing some of them didn't have integrity, you eliminated them. What happened to the tobacco companies when you realized they were knowingly addicting your children? Today, they still sell their products to less-aware countries, but that will also change.

What did you do a few years ago when you realized that your bankers were actually selling you homes that they knew you couldn't pay for later? They were walking away, smiling greedily, not thinking about the heartbreak that was to follow when a life's dream would be lost. Dear American, you are in a recession. However, this is like when you prune a tree and cut back the branches. When the tree grows back, you've got control and the branches will grow bigger and stronger than they were before, without the greed factor. Then, if you don't like the way it grows back, you'll prune it again! I tell you this because awareness is now in control of big money. It's right before your eyes, what you're doing. But fear often rules. …

Pizza boxes to pans: The Netherlands proposes EU-wide ban on PFAS

The Netherlands is calling for an EU-wide ban on products containing PFAS – toxic chemicals used in a wide range of manufacturing processes, from pizza boxes to non-stick frying pans. 

PFAS do not break down naturally and have been linked to several types of cancer and other health problems. Most, according to EU documents, are considered moderately to highly toxic, particularly for children’s development.

Junior environment minister Stientje van Veldhoven will formally present her proposal to EU ministers on Thursday afternoon, and has already won the support of Germany, Denmark and Sweden, the Volkskrant reported on Thursday. 

The presence of high amounts of PFAS in Dutch soil and water had led to a number of building projects being halted since the introduction of new limits in July. 

However, officials have since increased the maximum permitted concentration up from 0.1 microgrammes per kilo to 0.8 microgrammes in an effort to get construction moving again. 

According to broadcaster NOS, the Netherlands is not calling for maximum limits to the amount of PFAS permitted in soil. 

Rather, the aim of the proposal is to stop the production of PFAS at source and the stimulate the development of alternatives, NOS said.

EU parliament approves ban on single use plastics

Brussels (AFP) - European lawmakers voted overwhelmingly Wednesday for an EU-wide ban on single-use plastic products such as the straws, cutlery and cotton buds that are clogging the world's oceans.

The text had already been approved in negotiations with member states and EU officials and it will now be rapidly approved into law. The ban comes into effect from 2021.

EU Commission Vice-President Frans Timmermans said Europe was not the worst source of plastic pollution, but that the pioneering measure could serve as an example to the world.

"Asian countries are very much interested in what we're doing. Latin American countries too," he said.

"Even though our share of the pollution is relatively limited, our change of the economic model has a global impact."

The law passed by 560 votes to 35 in the Strasbourg assembly.

Aside from the ban on a dozen kinds of disposable products for which alternatives exist, the EU will encourage member states to reduce the use of plastic packaging and introduce stricter labelling rules.

The law sets a target that 90 percent of plastic bottles will be gathered for recycling by 2029 and that they should be produced with 25 percent recycled material by 2025, 30 percent by 2030.

Rules insisting that polluters pay the costs of a clean-up are strengthened, particularly for cigarette manufacturers, who will have to support the recycling of discarded filters.

According to the EU Commission, the products prohibited under the law represent 70 percent of the waste that pours into the world's oceans, posing a threat to wildlife and fisheries.

Stockholm (AFP) - Sweden's environment minister on Saturday urged the European Union to ban petrol and diesel-powered vehicles from 2030.

Speaking to the Aftonbladet daily, Isabella Lovin of the Green Party hailed a non-binding resolution adopted by Germany's upper house of parliament to switch to emission-free cars by 2030.

"It's a really interesting proposition ... In order to achieve it, we will need to implement an EU-wide ban along the same lines," she said.

"As the environment minister, I do not see any other way than to relegate vehicles powered by fossil fuels to the dustbin of history."

The Swedish government aims to produce all of its power from renewable energy sources by 2040.

Costs of cleaning old Sellafield nuclear site soar

The British government has been forced to admit that it doesn't know the ultimate cost of closing down and cleaning up its hazardous nuclear site Sellafield. The latest figure was 53 billion pounds.

The cost estimate of cleaning up the hazardous waste at Sellafield reached 53 billion pounds ($79.18 billion, 74 billion euros) in February, a new National Audit Office report said. That estimate is up 5 billion pounds from March last year, and the figure is expected to rise above 70 billion pounds.

Last year, Britain's Committee of Public Accounts criticized the management of Sellafield for huge cost over-runs, delays on projects and expensive staff.

The committee, which assesses whether taxpayers' money is being spent properly, on Wednesday asked the government, the site's owner, the Nuclear Decommissioning Authority (NDA), Sellafield Ltd and former managers Nuclear Management Partners (NMP) whether costs would continue to rise.

The NDA is aiming to clear Sellafield, called Britain's "largest and most hazardous nuclear site" by the NAO, by 2120.

'Unprecedented difficulties'

"It is impossible to know that (...) we find difficulties at the site which are pretty much unprecedented," Stephen Lovegrove, permanent secretary at the government's Department of Energy and Climate Change, told the committee.

Britain's worst ever nuclear accident happened at the site in 1957. Sellafield stopped generating electricity in 2003.

It is now a reprocessing and waste storage facility which deals with spent nuclear fuel from Britain and other countries.

Despite the dangers of nuclear power - illustrated by the Fukushima nuclear disaster in 2011- the EU in September recommended approval of Britain's ambitious plan to build its first nuclear plant in a generation - the Hinkley Point project - with backing from French and Chinese energy giants, after ruling that it met state aid rules.

The natural resources of the planet are finite and will not support the continuation of what you've been doing. We've been saying this for a decade. Watch for increased science and increased funding for alternate ways of creating electricity (finally). Watch for the very companies who have the most to lose being the ones who fund it. It is the beginning of a full realization that a change of thinking is at hand. You can take things from Gaia that are energy, instead of physical resources. We speak yet again about geothermal, about tidal, about wind. Again, we plead with you not to over-engineer this. For one of the things that Human Beings do in a technological age is to over-engineer simple things. Look at nuclear - the most over-engineered and expensive steam engine in existence!

Your current ideas of capturing energy from tidal and wave motion don't have to be technical marvels. Think paddle wheel on a pier with waves, which will create energy in both directions [waves coming and going] tied to a generator that can power dozens of neighborhoods, not full cities. Think simple and decentralize the idea of utilities. The same goes for wind and geothermal. Think of utilities for groups of homes in a cluster. You won't have a grid failure if there is no grid. This is the way of the future, and you'll be more inclined to have it sooner than later if you do this, and it won't cost as much….”

Let us talk for a moment about Japan, and then I'll close the day of messages. There are thousands of souls on my side of the veil and they're just fine, more than fine. We have spoken so often of what happens at the Wind of Birth. I told you, before they even came in, they saw the potential. I looked in their eyes. "You may not last long. You know that, don't you? You're coming into this planet and you may not be here very long. And the passing that you will have with your family will not be pleasant, if any ever are. Why would you come in anyway?" I want to tell you what they said. When a soul has the mind of God, it understands fully what generates peace and what generates energy shift. You can clearly see what generates what the planet needs the most when you are about to arrive. So they said, "We're going to be part of one of the biggest compassion events the planet has ever seen." One earthquake, one tsunami. All of those who left that day will change the earth forever. And it already has. It was the same for the last tsunami as well.

Every single one of them on my side of the veil is getting ready to come back. Many old souls were involved, and just for a moment, if they could give you any information, if they could talk to you right now, if they could speak your language and look into your eyes, they would thank you for your compassion for them and those who are left. And they would say, "Be with those family members who are still alive. Enter their hearts every day and give them peace and keep them from crying, because we're OK."

Nuclear Power Revealed

So let me tell you what else they did. They just showed you what's wrong with nuclear power. "Safe to the maximum," they said. "Our devices are strong and cannot fail." But they did. They are no match for Gaia.

It seems that for more than 20 years, every single time we sit in the chair and speak of electric power, we tell you that hundreds of thousands of tons of push/pull energy on a regular schedule is available to you. It is moon-driven, forever. It can make all of the electricity for all of the cities on your planet, no matter how much you use. There's no environmental impact at all. Use the power of the tides, the oceans, the waves in clever ways. Use them in a bigger way than any designer has ever put together yet, to power your cities. The largest cities on your planet are on the coasts, and that's where the power source is. Hydro is the answer. It's not dangerous. You've ignored it because it seems harder to engineer and it's not in a controlled environment. Yet, you've chosen to build one of the most complex and dangerous steam engines on Earth - nuclear power.

We also have indicated that all you have to do is dig down deep enough and the planet will give you heat. It's right below the surface, not too far away all the time. You'll have a Gaia steam engine that way, too. There's no danger at all and you don't have to dig that far. All you have to do is heat fluid, and there are some fluids that boil far faster than water. So we say it again and again. Maybe this will show you what's wrong with what you've been doing, and this will turn the attitudes of your science to create something so beautiful and so powerful for your grandchildrenWhy do you think you were given the moon? Now you know.

This benevolent Universe gave you an astral body that allows the waters in your ocean to push and pull and push on the most regular schedule of anything you know of. Yet there you sit enjoying just looking at it instead of using it. It could be enormous, free energy forever, ready to be converted when you design the methods of capturing it. It's time.

So in closing, do you understand what you're seeing? You're seeing intelligent design, quantum energy and high consciousness. You are seeing changes in Human nature. You're seeing countries putting things together instead of separating. You are seeing those who don't want war and instead want peace, good schools for their children, safety in their streets and a say in their government. We told you it was going to happen this way. I want my partner to teach these things that I have said in his 3D lectures for awhile. Many won't be able to know these things otherwise.  …”

Glasgow University has become the first academic institution in Europe to divest from the fossil fuel industry, in a turning point for the British arm of the student-led global divestment movement.

After 12 months of campaigning, led by the Glasgow University Climate Action Society and involving over 1,300 students, the university court this afternoon voted to begin divesting £18m from the fossil fuel industry and freeze new investments across its entire endowment of £128m.

Describing the result as “a dramatic beachhead for the divestment movement”, American environmentalist Bill McKibben said that it sent a powerful signal that Europe would be “just as powerful in this fight as Australia and North America”.

The founder of climate campaign group 350.org added: “That it comes from Glasgow, which has as much claim to birthing the industrial revolution as any city on Earth, makes it that much more special. Everyone from the Rockefellers on down is realising it’s time to move on.”

As of last month, more than 800 global investors – including foundations such as the Rockefeller Brothers, religious groups, healthcare organisations, universities and local governments – have pledged to withdraw a total of $50bn (£31bn) from fossil fuel investments over the next five years as a result of the campaign which began on college campuses in the United States three years ago.

Writer and activist Naomi Klein said that Glasgow University had joined “a fast growing global movement providing much-needed hope to the prospect of climate action.”

“Students around the world are making it clear that the institutions entrusted to prepare them for the future cannot simultaneously bet against their future by profiting from corporations that plan to burn many times more carbon than our atmosphere can safely absorb,” said Klein.

“They are sending an unequivocal message that fossil fuel profits are illegitimate – on par with tobacco and arms profits – and that brings us a significant step closer to demanding that our politicians sever ties with this rogue industry and implement bold climate policies based on a clear, progressive ‘polluter pays’ principle.’”

German nuclear fuel to USA?

Germany authorities are contemplating the return of unused nuclear fuel kept in 152 containers to the United States. A storage permit at the former Jülich research facility in western Germany is nearing expiry.

The German DPA news agency said on Tuesday that Chancellor Angela Merkel's government was considering the "likely option" of sending leftover nuclear fuel back to the US. The fuel would go specifically to the Savannah River reprocessing site in South Carolina.

In the wake of Japan's Fukushima nuclear disaster in 2011, Germany reaffirmed its plan to phase out German nuclear power generation by 2022 and switch to renewable methods such as solar and wind power generation.

Last week, the atomic supervisory agency of Germany's regional state of North Rhine-Westphalia (NRW) ordered the removal of the fuel - 288,161 tennis-ball-sized units - from interim storage at Jülich by September.

The small but controversial "pebble" reactor, located between Aachen and Cologne, operated from 1967 until it was deactivated in 1988 - in a period when industry decided in favor of other nuclear plant designs.

In April, the German news magazine Spiegel reported that the dismantling of the Jülich "pebble" reactor was difficult because it was contaminated with cesium and strontium, making it one of the highest ever contaminated reactors.

Storage permit nearing expiry

Approval for the current on-site storage expires on July 31.

DPA said Germany's federal research ministry was instrumental in the April signing of a statement-of-intent with the US Department of Energy for the fuel's return to the US.

The Department of Energy told DPA that the US was not obligated to take back the Jülich fuel but could do so to prevent the proliferation of nuclear-capable material.

'Systematic secrecy,' say Greens

On Tuesday, the spokeswoman of nuclear issues among opposition Greens in the German Bundestag parliament, Sylvia Kotting-Uhl, accused the federal research ministry of practicising systematic secrecy on the issue.

Greenpeace nuclear expert Heinz Smital said shipping the fuel would be too risky and would undermine a cross-party consensus turned into law in January that Germany must find its own geologically suitable disposal site rather than using one abroad.

The order to vacate the interim storage site [at Jülich] was an unlawful attempt by Germany to "discard its responsibility," Smital said.

US watchdog rejects Jülich leftovers

DPA quoted Tom Clements of the Organization Savannah River Site Watch as saying that it did not want foreign atomic waste in South Carolina. The "correct way for Germany" was to use its law to find its own local means of disposal, he said.

In 2010, former German environment minister Norbert Röttgen stopped the transfer of 951 fuel rods from a former East German research reactor to Majak in Russia. Those rods remain at another NRW interim storage site, Ahaus.

Shale gas should remain underground

The government wants to largely ban 'fracking.' But the policy drafted by the economics and the environment ministries are not strict enough for the opposition. The draft law will be ready after the summer break.

Economics Minister Sigmar Gabriel and Environment Minister Barbara Hendricks want to legally regulate fracking as soon as possible. Fracking splits rocks at a depth of1000 - 5000 meters through hydraulic pressure. During the process, a liquid mixture of water, sand and chemicals is pressed into the ground. Cracks appear in the rocks, releasing gas which is then brought to the surface through casing pipes.

The US is using this method on a large scale to exploit shale gas. The country is experiencing a veritable gas boom, but it has to live with the risks of polluting the ground and drinking water as well as increasing earthquakes. Estimates about the potential untapped gas reserves under Germany's surface vary a lot. The Federal Environment Agency is estimating 1.3 trillion cubic meters, while the Federal Institute for Geosciences and Natural Resources is estimating 2.3 trillion cubic meters. With this amount Germany's gas supplies would be covered for 13 to 27 years.

A wide-ranging ban is planned

Hendricks and Gabriel, ministers from the left-leaning Social Democrats, don't want to take any risks. "There won't be fracking of shale-gas and coal gas for economic reasons in the foreseeable future," says a policy paper, which they recently published together. On Friday afternoon, Hendricks emphasized that these would be the strictest rules that have ever existed in the area of fracking.

But upon closer examination, the rules have some major loopholes. Although the proposed policy has the protection of public health and drinking water as its highest priority, the fracking ban only applies at a depth shallower than 3000 meters. Additionally, the testing of technology is permitted if the fracking liquid won't endanger the groundwater.

First thelaw will apply until 2021 and then "the appropriateness of the ban will be reviewed." Fracking for so-called tight gas, which is found in low porosity silt or sand areas, is also permitted. Germany has been extracting tight gas since the 1960s.

The opposition is protesting

The Green Party has reacted to the key issue paper with strong criticism. The chairman of the Greens' parliamentary group, Oliver Krischer, has called it a "fracking enabling law." His party is expecting "a regulation which does not allowing fracking in Germany and without loop holes that are as big as barn door."

"Fracking must be banned in Germany without any exceptions," said Hubertus Zdebel from the Left party. He's a member of the parliamentarian committee for environment, conservation, construction and reactor safety.

To say that there is a fracking ban in the paper is "window dressing," Zdebel said. "They want to enforce a regulation which mostly allows fracking under the guise of an alleged ban,” he continued. The planned restrictions would still allow the exploitation of half of all unconventional gas deposits in Germany, the Left party politician said, citing estimates from the Federal Institute for Geosciences and Natural Resources.

Zdebel went on to say that the risks which are associated with fracking cannot be ruled out despite the planned restrictions. There remains an information deficit on the potential environmental impact of fracking and there are major risks, like uncontrolled methane gas emissions, the Left party politician said.

However, the Federation of German Industries (BDI) is hoping that pilot projects will prove that fracking is possible without substantial damage to the environment.

"At the moment, we don't know everything about deposits and the extraction process. But knowledge won't be gained by waiting and bans. I'm convinced that we now need responsible pilot projects,” wrote BDI President Ulrich Grillo in a guest article for the "Rheinische Post" newspaper. "It's about time that politics gives technological progress in a responsible framework a chance. Pilot projects, accompanied by both science and the public, will deliver new knowledge and the basis for a clever and final decision."

The Environment Ministry and the Economics Ministry will work on a draft law during the summer months. They plan to present the needed changes in the water resources act and the mining law to the Cabinet in autumn. The draft law will then go to the parliament, where it will be discussed in the responsible committees.

It can be expected that the draft law will be heavily discussed in the coming weeks and months. Brewers, mineral water producers, and water suppliers will oppose a lax regulation. Hannelore Kraft (SPD), premier of North Rhine-Westphalia, recently pointed out: “As long as I'm premier of North Rhine-Westphalia, there won't be fracking of unconventional natural gas production.”

German beermakers look like winning their battle to stop fracking

ExxonMobil test drilling makes brewers fear for their livelihoods, but others see fracking as alternative to coal and nuclear energy

"Germany is a beer nation: if their beer has no flavour, people will mount the barricades," says Friederike Borchert. At her family's brewery in Lünne, Lower Saxony, about 800,000 litres of beer are produced a year: a light pilsner, a dark beer and a buckwheat brew. Borchert, 27, dreams of one day making her own India pale ale, though now fears she may have to put her aspirations on hold.


Many locals are now convinced that Lünne has been earmarked as the country's first site for fracking, the controversial method of extracting gas by injecting water, sand and chemicals into the rock at high pressure. Earlier this month, a leaked letter by the economy and energy minister, Sigmar Gabriel, hinted at permitting fracking from 2015, apparently confirming their suspicions.

"For brewers fracking could spell the end of our existence," says Borchert. Water used for brewing has to be "even cleaner drinking water". The fear alone that chemicals used during fracking might enter the local ground water could ruin the brewery's reputation. But then Germany is a beer nation, she says, and when brewers speak up politicians tend to listen.

Only a big black valve in a metal cage tells of ExxonMobil's activities in Lünne. But the horizon illustrates the wider debate around Germany's energy future: there is a windfarm in the field next door, a coal power station in Ibbenbüren to the south and a nuclear power station in Lingen to the north.

Allowing fracking, some argue, needs to be an acceptable compromise if Lünne wants to switch off the two power stations and boost the wind farms. If this proves as successful as it was in the US, it could help lower Germany's high energy prices and thus ease the Energiewende project to phase out nuclear by 2022.

Germany consumes 90bn cubic metres of natural gas a year, making it the world's eighth biggest user. Only 12% of its consumption is home-produced – with 37% imported from Russia, a trade that has been increasingly perceived as a problem as the crisis in Ukraine has escalated. The EU energy commissioner, Günther Oettinger, claimed in March that fracking could free Germany from its dependency on Russianimports "for decades to come".

Many factors would make Lower Saxony the obvious place to start exploratory fracking. Most of Germany's shale reserves are located here, and 90% of the natural gas produced in the country is extracted by conventional means in the region. What's more, only a small percentage of the shale lies in areas that cannot be touched for fear of contaminating ground water.

The Netherlands has already announced it will frack close to its border with Lower Saxony. If you can't escape the risks, some locals say, why not make some money? Unlike wind power, profits would not go to the farmers who own the land, but to the regional authorities.

"We are not against big energy per se, you can see that from all the power stations here. But there's a point where enough is enough," says Markus Rolink, who has been organising protests in Lünne since 2011.

"There has to be a perspective. With the windfarm there's the perspective that the nuclear power station will eventually get switched off. With shale gas I just see an investor at ExxonMobil pocketing the money and risking damage to our environment in the process."

Protests in Lünne and around 30 other sites across Germany put companies like ExxonMobil off further exploratory drills two years ago. And in spite of industry lobbying and political tension in the Ukraine, it looks like Germany's beermakers and anti-fracking protesters may be able to claim victory in the long term too.

Since last summer, its brewers association has been lobbying the environment minister, Barbara Hendricks, to update the water protection law to include even smaller brewers' wells and private mineral springs, further threatening the commercial viability of fracking in Germany. It appeared to work. A spokesman for the environment ministry said it intended to "considerably tighten" legislation around fracking.

Any fracking-enabling legislation would have to be approved by the Bundesrat, the upper house of the German parliament in which the ruling coalition parties do not hold a majority. The last government tried and failed to pass a similar "fracking law" last year. The draft bill for new legislation, originally scheduled before the summer recess, appears to have already been postponed to the autumn.

Many of the key shale regions are represented by Green party environment ministers who want Germany to follow France's example and ban unconventional fracking across the country. "We want Germany to have the world's strictest fracking safeguards," Lower Saxony's environment minister Stefan Wenzel says. "If ExxonMobil wants to have a future in Germany, they should invest in renewable energies."

Were the government to pass legislation that enabled fracking, the relevant region could block planned drills by using local laws, as Wenzel's counterpart in Schleswig-Holstein, Robert Habeck, told the Guardian he would. On 11 July, he is submitting his own proposal for a nationwide ban to the Bundesrat.

Varying estimates of Germany's shale resources and concerns about the commercial viability of fracking could play into their hands. ExxonMobil says fracking could allow the country to cover its gas needs for the next 20 to 25 years.

The president of the German Agency for Geoscience and Raw Materials, Hans-Joachim Kümpel, says that while there is enough shale to cover a third of Germany's gas needs for 40 years, it was "unrealistic" to expect that Germany can achieve complete gas independent .

Other experts suggest that only a billion cubic metres would realistically be frackable every year, covering no more than 1% of the country's annual use.

The costs for industry remain considerable: even the test drill in Lünne cost ExxonMobil €2.5m (£2m).

Stefan Lechtenböhmer of the Wuppertal Institute for Climate, Environment and Energy says he believes fracking will cover Germany's gas consumption for nine years at best, and lower gas prices by no more than 1% or 2%. "Fracking won't solve Germany's energy dilemmas. It's a homeopathic measure."

Marshall Islands sues nine nuclear powers over failure to disarm

Pacific nation that was site of 67 nuclear tests between 1946 and 1958 accuses states of 'flagrant denial of human justice'

The Marshall Islands is suing the nine countries with nuclear weapons at the international court of justice at The Hague, arguing they have violated their legal obligation to disarm.

In the unprecedented legal action, comprising nine separate cases brought before the ICJ on Thursday, the Republic of the Marshall Islands accuses the nuclear weapons states of a "flagrant denial of human justice". It argues it is justified in taking the action because of the harm it suffered as a result of the nuclear arms race.

The Pacific chain of islands, including Bikini Atoll and Enewetak, was the site of 67 nuclear tests from 1946 to 1958, including the "Bravo shot", a 15-megaton device equivalent to a thousand Hiroshima blasts, detonated in 1954. The Marshallese islanders say they have been suffering serious health and environmental effects ever since.

The island republic is suing the five "established" nuclear weapons states recognised in the 1968 nuclear non-proliferation treaty (NPT) – the US, Russia (which inherited the Soviet arsenal), China, France and the UK – as well as the three countries outside the NPT who have declared nuclear arsenals – India, Pakistan and North Korea, and the one undeclared nuclear weapons state, Israel.


The NPT, which came into force in 1970 is essentially a compact between the non-weapon states, who pledged to not to acquire nuclear weapons, and the weapons states, who in return undertook to disarm under article VI of the treaty.

Although the size of the arsenals are sharply down from the height of the cold war, the Marshall Islands' legal case notes there remain more than 17,000 warheads in existence, 16,000 of them owned by Russia and the US – enough to destroy all life on the planet.

"The long delay in fulfilling the obligations enshrined in article VI of the NPT constitutes a flagrant denial of human justice," the court documents say.

The Marshall Islands case draws attention to the fact that the weapons states are currently in the process of modernising their nuclear weapons, which it portrays as a clear violation of the NPT.

The case against Britain, which has an estimated total inventory of 225 warheads and is in the process of replacing its submarine-launched Trident arsenal, states that: "The UK has not pursued in good faith negotiations to cease the nuclear arms race at an early date through comprehensive nuclear disarmament or other measures, and instead is taking actions to improve its nuclear weapons system and to maintain it for the indefinite future."

The Campaign for Nuclear Disarmament's general secretary, Kate Hudson, said: "The nuclear-armed states continue to peddle the myth that they are committed to multilateral disarmament initiatives, while squandering billions to modernise their nuclear arsenals. The UK government's plans to replace Trident make a mockery of its professed belief in multilateral frameworks – and now in addition to huge public opposition in the UK, it will also face an international legal challenge to expose its hypocrisy."

Romanian villagers take on Chevron over shale gas

Pungesti (Romania) (AFP) - US energy major Chevron, shielded by barbed wire, under police protection and under fire from egg throwers, is in trouble in Romania with villagers angry at its drive to drill for shale gas.

Opposition is fierce in the tiny remote village of Pungesti near the border with Moldova which has become a symbol of hostility to the environmentally controversial techniques of extracting shale gas.

“In other countries, I have not experienced this type of protest”, said grim-faced drill site-manager for Chevron, Greg Murphy.

His words were almost drowned out by cries of "stop Chevron", "thieves", and "please leave" from dozens of demonstrators at the wire barriers as he showed journalists the site in the northeast of the country.

Various new techniques for extracting oil and gas, notably "fracking" involving the injection of water and chemicals deep into rock to release reserves, has lead to booming production in North America.

The flows of this cheap energy are causing upheaval on world markets in what the International Energy Agency describes as an energy revolution.

Demonstrators disrupt project

Chevron has broadened its attention to potential reserves in eastern Europe, especially in Poland and Romania.

But the company's attempts to establish its first exploration well in Romania were suspended twice at the end of 2013 owing to demonstrations by villagers.

Now the site is a "special security zone", and people in the area have to show identity papers.

Chevron has gone on a charm offensive with an "open day" bussing the media pack directly into the site in coaches to avoid contact with the local people.

But villagers outmanoeuvered the minders, made their way across fields and turned up uninvited to vent their anger as the Chevron executives showed journalists around.

One of the coaches came under fire from eggs. "We thought Chevron executives were inside," a demonstrator told AFP later.

Chevron's country manager in Romania, Tom Holst, held that the objectors did not represent feeling in Pungesti, which includes several hamlets nestling in hills.

"I would say that people of Pungesti are very anxious for this project. There are benefits to be had and those benefits are jobs. There are approximately 60 locals who are working here on the project. About 30 from Pungesti," he said.

“Given the recent events in the Ukraine, countries are very, very concerned that they have energy security and that they are not dependent on imports,” he said referring to Russian intervention in Crimea and a big increase in the price of Russian gas for Ukraine.

Romania, unlike many countries in eastern and western Europe, is not heavily dependent on Russian gas since it produces gas itself, and last year imported from Russia only about 10 percent of its supplies, according to financial newspaper Ziarul Financiar.

But the main concern which drives opposition to the drilling is that fracking technology could seriously damage the environment below and above ground.

On this, too, Holst was reassuring.

"This is an exploration well," he said. "Hydraulic fracturing will not be used."

But many local people object that if the drilling finds gas, it will be only a matter of time until fracking techniques are used.

Their homes bear banners saying "I don't want fracking" or "Stop Chevron".

Cows, goats, and water

Mariana Morosanu, a 33-year-old local farmer who has cows, goats and chickens, referring to a common concern that underground water reserves could be contaminated, asks: "If it's not dangerous why did France ban fracking?"

She said: "My child passes through the garden and asks me: will I still be able to pick fruits, will the grass still grow? He looks at the hills and he asks me if they will remain this beautiful if Chevron starts drilling. I don't know what to answer ... People protest but Chevron goes on with its plans."

Catalin Scantei, a carpenter had the same concerns, and pointed to cracks in his house which he alleged had been caused by heavy traffic of lorries carrying drilling gear.

"Before people were calm, they lived their lives," he said. "Here in the village we work the fields and grow animals. But now if they poison our water and everything, what will we do?"

But the objecting villagers target the root of their wrath at Romanian officials, accusing them of "betrayal".

The Social Democrat Party of Prime Minister Victor Ponta, when in opposition, opposed exploration for shale gas but is now fervently in favour.

"Unfortunately, our politicians do not care about the population," Mariana asserted.

For Chevron, Holst was confident: “We expect that within the next two to three weeks, the drilling operation will commence here in Pungesti,” he said.
