Macron names first French female PM in three decades

President Emmanuel Macron on Monday named Labour Minister Elisabeth Borne as prime minister to lead his ambitious reform plans, the first woman to head the French government in over 30 years. 

Outgoing French Prime Minister Jean Castex earlier handed his resignation to the president, part of a widely expected reshuffle to make way for a new government following Macron's re-election in April and ahead of legislative elections in June. 

The centrist Macron will need a legislative majority to push through his domestic agenda following his re-election, with a new left-wing alliance and the far-right threatening to block his programme. 

The last woman premier, Edith Cresson, briefly headed the cabinet from May 1991 to April 1992 under president Francois Mitterrand. 

Ending weeks of speculation, the Elysee confirmed Borne's nomination in a statement and she then headed to the Matignon residence of the premier in Paris for the handover with Castex. 

"Nothing can stop the fight for the place of women in our society," she said at the handover, dedicating her appointment to "all the little girls" who should "realise their dreams". 

A former environment minister, Borne also notably urged a "quicker and stronger" reaction to the "climatic and ecological challenge". 

In a tweet addressed to "Madam Prime Minister", Macron set out their priorities. 

"Ecology, health, education, full employment, democratic revival, Europe and security. Together, with the new government, we will continue to act tirelessly for French people," he said. 

'High time' 

Borne, 61, is seen as an able technocrat who can negotiate prudently with unions, as the president embarks on a new package of social reforms that notably include a rise in the retirement age which risks sparking protests. 

A French presidential official, who asked not to be named, described Borne as a woman of "conviction, action and realisation", noting her "capacity to carry out reforms". 

"It was high time there was another woman," Cresson, who knows Borne personally, told BFMTV. 

"She is a remarkable person, with great experience in the public and private sectors... She's a very good choice because she's a remarkable person, not because she's a woman," she added. 

She expressed amazement that it had taken France -- which has never had a female head of state -- so long to have another woman prime minister. 

"France is very behind -- not the French population but the political class," added Cresson, who was the target of numerous sexist attacks during her time in office. 

'Inability to unite' 

Macron, 44, registered a solid victory in April 24 presidential polls against far-right leader Marine Le Pen, winning by 59 to 41 percent. 

Le Pen and defeated hard-left leader Jean-Luc Melenchon are both eyeing comebacks in the parliamentary elections on June 12 and 19 that would give them the ability to thwart Macron. 

Melenchon recently persuaded the Socialist, Communist and Greens parties to enter an alliance under his leadership that unites the left around a common platform for the first time in decades. 

Macron's rivals were less complimentary about Borne, whose appointment Le Pen said showed the president's "inability to unite and his desire to pursue his policy of contempt". 

Melenchon scoffed at the idea that Borne had come from the left, describing her as "among the harshest figures of social abuse" in France's ruling elite. 

Castex had intended to resign immediately after the presidential election in line with French tradition, but was persuaded by Macron to stay on while he lined up a replacement. 

The bespectacled 56-year-old from rural southwest France has a no-frills style and a strong regional accent which has endeared him to many French people. 

He will mostly be remembered for his management of the latter stages of the Covid-19 pandemic but also windmill arm gestures and a habit of forgetting where he had placed his glasses. 

"For nearly two years, he worked with passion and commitment in the service of France," said Macron in a farewell tweet to Castex, who has made clear he has no plans for higher office.

Pope Francis on Saturday followed through on a promise made ahead of his 2013 election and published a much-anticipated shake-up of the Vatican's powerful governing body. 

The new constitution, which comes into effect on June 5, restructures parts of the unruly Roman Curia, and makes increasing the world's 1.2 billion Catholics the church's number one priority. 

Among the most significant changes are the possibility for lay and female Catholics to head up Vatican departments, and the incorporation of the pope's sex abuse advisory commission into the Curia. 

"Pope Francis has been working on a new organizational structure for the Vatican for nine years. It's a major aspect of his legacy," Joshua McElwee from the National Catholic Reporter said on Twitter. 

'Tectonic shift' 

Cardinals gathered for the conclave to elect a new pope in 2013 were divided between those who believed there were deep-rooted problems in the Curia and those who wanted to preserve the status quo. 

Ex-pope Benedict XVI, who had just resigned, was reported to have tried and failed to clean up a body some even blamed for preventing the church from properly tackling the child sex abuse scandal. 

Francis, 85, put together a group of cardinals to advise him over the years on how to reform the Curia, and has already enacted many changes as he moves to modernise the centuries-old institution. 

The 54-page text entitled "Proclaiming the Gospel", which replaces a constitution drawn up by pope John Paul II in 1988, creates a new department for evangelisation, to be headed up by Francis himself. 

Making himself "Chief Evangelizer" encapsulates a "tectonic shift to a more pastoral, missionary church," David Gibson, director of the Center on Religion and Culture at Fordham University, said on Twitter. 

In that vein, Francis says every baptised Christian is a missionary. 

"One cannot fail to take this into account in the updating of the Curia, whose reform must provide for involvement of laymen and women, even in roles of government and responsibility," he said. 

'Significant' 

The constitution, released on the ninth anniversary of the inauguration of Francis' papacy, makes the pope's charity czar, currently Polish Cardinal Konrad Krajewski, head of a department in its own right. 

It also brings the Vatican's Commission for the Protection of Minors -- a papal advisory body -- into the office which oversees the canonical investigations of clerical sex abuse cases. 

In doing so, the pope is "effectively establishing the Vatican's first safeguarding office", the Tablet's journalist Christopher Lamb said. 

Cardinal Sean O'Malley, who heads the Commission, said it was a "significant move forward", which would give institutional weight to the fight against a scourge which has plagued the church globally. 

But Marie Collins, an Irish survivor of clerical abuse who served on the commission before resigning in outrage in 2017 over the church's handling of the crisis, slammed it instead as a clear step back. 

"The Commission has now officially lost even a semblance of independence," she said on Twitter.

The doctrine of the Christ has always been to find the God inside. The teachings were clear. The examples of the miracles were given as an example of what humans could do, not to set a man up for worship as a God. So when that has been absorbed, the teaching of the Christ can remain the teaching of the Christ. It simply changes the interpretation. 

The teachings of the great prophets of the Middle East (all related to each other) are about unity and love. So once the holy words are redefined with new wisdom, the Human changes, not the words of the prophets. In fact, the prophets become even more divinely inspired and their wisdom becomes even more profound.

You're going to lose a pope soon. I have no clock. Soon to us can mean anything to you. The one who replaces him may surprise you, for his particular organization will be in survival mode at that point in time. That is to say that fewer and fewer are interested in starting the priesthood. Fewer and fewer young people are interested in the organization, and the new pope must make changes to keep his church alive. That means that his organization will remain, but with a more modern look at what truly is before all of you in a new energy. It is not the fall of the church. It is instead the recalibration of the divinity inside that would match the worship that goes on. It's a win-win situation. The new pope will have a difficult time, since the old guard will still be there. There could even be an assassination attempt, such is the way the old energy dies hard. That is number one. Watch for it. It's a change in the way spiritual systems work. It's a realignment of spiritual systems that resound to a stronger truth that is Human driven, rather than prophet driven.…”

Gridlock in Poland as thousands protest abortion ban

Thousands have been protesting in Warsaw over a ban on abortions

Thousands of people took to the streets of Poland for a fifth straight day of protests against a constitutional court ruling that would impose a near-total ban on abortion in the EU country. 

Protesters in Warsaw occupied several key roundabouts in the city centre to block traffic and chanted anti-government slogans, brandishing the protest symbol -- a red lightning bolt. 

There were similar demonstrations across Poland, a day after rarely seen protests targeting churches in what is still a predominantly Catholic country. 

Poland already has some of the most restrictive abortion laws in the European Union and many women travel abroad to terminate their pregnancies. 

But Poland's constitutional court last week ruled in favour of further restrictions, stating that an existing law allowing the abortion of damaged foetuses was "incompatible" with the constitution. 

The verdict is in line with the position of Poland's powerful Catholic Church and the governing nationalist Law and Justice (PiS) party.

It has ignited anger against the ruling party, which is already under pressure over its handling of the pandemic and reforms that critics say undermine the independence of the judiciary. 

Opponents of the ruling say it puts women's lives at risk by forcing them to carry unviable pregnancies but supporters insist it will stop the abortion of foetuses diagnosed with Down Syndrome. 

There are already fewer than 2,000 legal abortions per year in Poland and the vast majority of those are carried out due to damaged foetuses. 

But women's groups estimate that up to 200,000 procedures are performed illegally or abroad. 

Another symbol of the protests is the coat hanger -- a reference to illegal abortions. 

The ruling cannot be appealed but only comes into force if it is published in the journal of laws.

Pope makes first trip outside Rome in seven months

Pope Francis on Saturday made his first trip since the Vatican's coronavirus lockdown, though it was a solitary affair for the crowd-loving Argentine due to pandemic precautions. 

Francis visited the central Italian town of Assisi, the birthplace of his namesake saint, where he signed his new encyclical -- a document laying out the pope's views on key issues -- called "Fratelli tutti" on the importance of fraternity and social friendship, particularly during the pandemic. 

In the austere tomb of the Saint Francis of Assisi, Francis held a sombre mass for around 20 mask-wearing faithful. 

The text of encyclical will be published on Sunday, the Feast of St Francis of Assisi, who lived from 1182-1226 and devoted himself to a life of poverty.

 Francis earlier made a surprise visit to a convent of the Poor Clares -- an order founded by Francis of Assisi and saint Clare -- and simply rang the doorbell. 

He also stopped at the Basilica of Saint Clare in Assisi, which houses the remains of Clare, the first woman disciple of saint Francis. 

The gesture could be in response to a growing controversy over whether the encyclical's translated title -- "Brothers all" -- excludes women. 

The Vatican's news website published an editorial called "An encyclical for all brothers and sisters" and emphasised that the Italian title, taken from a quote of Saint Francis, "in no way intends to exclude women". 

After Francis signed the encyclical on the altar at the Basilica of Saint Francis of Assisi, he expressed his gratitude to three Roman Curia translators, encouraging them to come to his side for applause.

The pope's lockdown 

The pope's last trip was to the southern Italian port city of Bari on February 23 for a meeting with Mediterranean bishops. 

As the virus began to spread around the world earlier in the year, Francis instead reached out through a live-streamed mass, performed alone on Saint Peter's Square. 

"Thick darkness has gathered over our squares, our streets and our cities", he said in the historic March address, describing the coronavirus "tempest" as having put everyone "in the same boat", as heavy rain fell around him. 

That, and his lonely walk through the deserted streets of Rome to pray at two churches for the end of the pandemic, captured his isolation, but were also seen by Catholics as signs of solidarity and hope. 

Saturday's pilgrimage to the Basilica of Saint Francis, a UNESCO World Heritage site, marks a milestone in the pope's slow return to normalcy. 

Francis, 83, showed little fear as the virus broke out in Italy in late February, though he was forced to shun his usual practice of shaking hands. 

Apart from suffering a cold early on, his health has remained good. 

"Everyone works in his office or from his room, using technology. Everyone is working; there are no idlers here," the pontiff said in an interview with papal biographer Austen Ivereigh in April. 

That included Francis, who live-streamed his daily masses from Santa Marta, as well as the weekly Angelus prayers and general audience talks. 

While there will be no papal foreign trips this year -- for the first time since 1979 -- the Assisi outing is hoped to go a small way towards charging the batteries of a man who believes a priest's place is with his flock.

'Alarm' at Poland's plan to leave treaty protecting women

Strasbourg (France) (AFP) - The EU and the Council of Europe on Sunday voiced regret and alarm over the Polish right-wing government's move to withdraw from a landmark international treaty combating violence against women.

The Council of Europe said it was "alarmed" that Poland's right-wing government was moving to withdraw from a landmark international treaty combating violence against women.

Polish Justice Minister Zbigniew Ziobro said over the weekend that on Monday he would begin preparing the formal process to withdraw from the Istanbul Convention.

The treaty is the world's first binding instrument to prevent and combat violence against women, from marital rape to female genital mutilation.

Ziobro has in the past dismissed it as "an invention, a feminist creation aimed at justifying gay ideology".

The European Commission, the EU's executive arm, told AFP in Brussels that it "regrets that such an important matter has been distorted by misleading arguments in some member states".

The Commission added that it would "continue its efforts to finalise the EU's accession" of the convention, which was signed in 2017 but has not yet been ratified.

'Highly regrettable'

A previous centrist Polish government signed the treaty in 2012 and it was ratified in 2015.

The treaty was spearheaded by the Council of Europe, the continent's oldest human rights organisation, and its Secretary General Marija Pejcinovic Buric condemned the right-wing Law and Justice (PiS) government's plan to withdraw.

"Leaving the Istanbul Convention would be highly regrettable and a major step backwards in the protection of women against violence in Europe," she said in a statement on Sunday.

"If there are any misconceptions or misunderstandings about the convention, we are ready to clarify them in a constructive dialogue."

Around two thousand people marched in the Polish capital Warsaw on Friday to protest the government's withdrawal plan, some shouting "stop violence against women".

There was also outrage from several members of the European Parliament, with Iratxe Garcia Perez, the Spanish leader of the Socialist group, calling the decision "disgraceful".

"I stand with Polish citizens taking (to) the streets to demand respect for women's rights," he tweeted.

The leader of the EU parliament's Renew Europe group, Romania's former prime minister Dacian Ciolos, tweeted: "Using the fight against the Istanbul Convention as an instrument to display its conservatism is a new pitiful and pathetic move by some within the PiS government".

Other countries rejecting treaty

Irish centre-right MEP Frances Fitzgerald said it was now essential for the whole of the EU to ratify the convention "so that no woman is left unprotected and vulnerable to violence".

The Council of Europe stressed that the Istanbul Convention's "sole objective" was to combat violence against women and domestic violence.

Although the treaty does not explicitly mention gay marriage, that has not stopped the backlash to it in Poland, Hungary and Slovakia.

In Slovakia, the parliament rejected the treaty insisting -- without proof -- that it was at odds with the country's constitutional definition of marriage as a heterosexual union.

The Strasbourg-based Council of Europe, which is separate from the European Union, has no binding powers but brings together 47 member states to make recommendations on rights and democracy.

Warsaw has already clashed with the EU Commission over reforms to its judicial system, championed by recently re-elected President Andrzej Duda.

Turkey is also mulling a possible withdrawal from the treaty, and on Sunday, women marched in several cities there to express support for the treaty.

The demonstrations also reflect rising anger in Turkey at the growing number of women killed, including the murder of university student Pinar Gultekin this month.

In Sweden, female priests now outnumber male ones

Stockholm (AFP) - For the first time in history, Swedish female priests outnumber their male counterparts, sixty years after they were first allowed to don the clerical collar, the Church of Sweden said Wednesday.

Of the 3,060 priests currently serving in Sweden, 1,533 are female, or 50.1 percent, according to Cristina Grenholm, secretary for the Church of Sweden.

"From a historical perspective, this parity happened faster than we earlier imagined. A report from 1990 estimated that women would be half of the total clergy in 2090. And it took thirty years," Grenholm told AFP.

Unlike the Catholic Church, the Lutheran Church of Sweden has allowed female priests since 1958 and first ordained three women in 1960.

In 1982 the Swedish parliament also scrapped a "conscience clause" that allowed members of the clergy to refuse to cooperate with a female colleague.

Women have been over-represented on theological courses, especially since the separation of church and state in 2000, and accounted for 70 percent of those training for ordination in a study in 2013.

"Many parishes during the Sunday service try to have both a man and a woman at the altar," Grenholm said.

"Since we believe that God created human beings, both men and women, in God's image, it is essential that we do not only speak about it, but that it is also shown," she added.

However, there is a wage gap between male and female pastors -- averaging 2,200 Swedish kronor ($248 or 215 euros) per month according to the church's newspaper Kyrkans Tidning.

Grenholm said this was due to more men being in higher positions of authority.

In Sweden, ministers in the Church of Sweden have the title of priest, while those serving in parishes outside the former State Church are referred to as pastors.

Number one: Spirituality. The systems of spiritual design on your planet are starting to change. This is not telling you that certain ones are going to go away. They're simply going to change. Some of the largest spiritual systems, which you would call organized religion on the planet, are shifting. They're going to shift away from that which is authority on the outside to authority on the inside. It will eventually be a different way of worship, slowly changing the rules while keeping the basic doctrine the same.

The doctrine of the Christ has always been to find the God inside. The teachings were clear. The examples of the miracles were given as an example of what humans could do, not to set a man up for worship as a God. So when that has been absorbed, the teaching of the Christ can remain the teaching of the Christ. It simply changes the interpretation. 

The teachings of the great prophets of the Middle East (all related to each other) are about unity and love. So once the holy words are redefined with new wisdom, the Human changes, not the words of the prophets. In fact, the prophets become even more divinely inspired and their wisdom becomes even more profound.

You're going to lose a pope soon. I have no clock. Soon to us can mean anything to you. The one who replaces him may surprise you, for his particular organization will be in survival mode at that point in time. That is to say that fewer and fewer are interested in starting the priesthood. Fewer and fewer young people are interested in the organization, and the new pope must make changes to keep his church alive. That means that his organization will remain, but with a more modern look at what truly is before all of you in a new energy. It is not the fall of the church. It is instead the recalibration of the divinity inside that would match the worship that goes on. It's a win-win situation. The new pope will have a difficult time, since the old guard will still be there. There could even be an assassination attempt, such is the way the old energy dies hard. That is number one. Watch for it. It's a change in the way spiritual systems work. It's a realignment of spiritual systems that resound to a stronger truth that is Human driven, rather than prophet driven.…”

The higher the DNA functionality, the more the feminine divine is honored. This is the test! Different cultures create different DNA consciousness, even at the same time on the planet. So you can have a culture on Earth at 25 percent and one at 37 - and if you did, they would indeed clash. …”

Iceland president re-elected with 92 percent of vote

Reykjavik (AFP) - Iceland's President Gudni Johannesson has been re-elected with a whopping 92 percent of the vote, according to final results released on Sunday.

The former history professor won his second four-year term in the largely symbolic position in Saturday's vote, the second election held by a European country after coronavirus lockdowns were lifted.

Since suffering spectacular bank failures in 2008, the volcanic North Atlantic island of 365,000 inhabitants has recovered some economic and political stability, which worked in the 52-year-old independent's favour.

The final results showed he took 92.2 percent of the 168,821 votes cast, crushing rightwing challenger Gudmundur Franklin Jonsson.

"I am honoured and proud," the president told AFP in Reykjavik on election night.

"This result of this election is, to me, proof of the fact that my fellow Icelanders... have approved of how I have approached this office."

The dominant win had been predicted by opinion polls, which had shown the president winning between 90 to 94 percent.

It is the second-highest margin of victory in the history of Iceland's presidential elections.

Vigdis Finnbogadottir, the first woman in the world to be democratically elected as head of state, holds the record, winning re-election in 1988 with 94.6 percent of the vote.

In this parliamentary republic, the president is largely symbolic, but he or she does have the power to veto legislation or submit it to a referendum.

There are no term limits -- Johannesson's predecessor Olafur Ragnar Grimsson served for five terms.

Turnout for Saturday's vote was 66.9 percent, dropping from 75.7 percent during Johannesson's first election victory in 2016, when he became the country's youngest president since independence in 1944.

Challenger Jonsson is a former Wall Street broker close to Icelandic nationalists and a vocal fan of US President Donald Trump.

He campaigned on wanting Iceland's president to play a more active role by exercising the right to veto legislation campaigns, but struggled to gain traction with voters.

"I send my congratulations to Gudni and his family," Jonsson told public broadcaster RUV.

The coronavirus pandemic had not been expected to affect voting, as the country has been only mildly infected. It has reported 10 deaths, and currently has around 11 active cases.
