You're starting to see integrity change. Awareness recalibrates integrity, and the Human Being who would sit there and take advantage of another Human Being in an old energy would never do it in a new energy. The reason? It will become intuitive, so this is a shift in Human Nature as well, for in the past you have assumed that people take advantage of people first and integrity comes later. That's just ordinary Human nature.

In the past, Human nature expressed within governments worked like this: If you were stronger than the other one, you simply conquered them. If you were strong, it was an invitation to conquer. If you were weak, it was an invitation to be conquered. No one even thought about it. It was the way of things. The bigger you could have your armies, the better they would do when you sent them out to conquer. That's not how you think today. Did you notice?

Any country that thinks this way today will not survive, for humanity has discovered that the world goes far better by putting things together instead of tearing them apart. The new energy puts the weak and strong together in ways that make sense and that have integrity. Take a look at what happened to some of the businesses in this great land (USA). Up to 30 years ago, when you started realizing some of them didn't have integrity, you eliminated them. What happened to the tobacco companies when you realized they were knowingly addicting your children? Today, they still sell their products to less-aware countries, but that will also change.

What did you do a few years ago when you realized that your bankers were actually selling you homes that they knew you couldn't pay for later? They were walking away, smiling greedily, not thinking about the heartbreak that was to follow when a life's dream would be lost. Dear American, you are in a recession. However, this is like when you prune a tree and cut back the branches. When the tree grows back, you've got control and the branches will grow bigger and stronger than they were before, without the greed factor. Then, if you don't like the way it grows back, you'll prune it again! I tell you this because awareness is now in control of big money. It's right before your eyes, what you're doing. But fear often rules. …”

150 killed as tsunami-like flood hits southern Russia

At least 150 people have been killed in a devastating flood in Russia’s southern Krasnodar region. It's the worst of its kind in nearly a century, and the death toll continues to rise.

Up to 12,000 people have been affected by the disaster. A state of emergency has been declared in the cities of Krymsk, Novorossiysk, and Gelendzhik. In total 139 bodies have been recovered so far in Krymsk, nine in Gelendzhik and two in Novorossiysk.

Deputy Minister of the Interior Aleksandr Gorovoy said that the search for bodies continued as there are still two people unaccounted for.

Over 130 people are currently in hospital, including 14 children following the flood.

Six months' worth of rain in two days

The flood was part of the aftermath of a giant storm that hit Krasnodar, dropping almost half a year’s rainfall on the region over two days.

The most heavily affected areas are along the Russian Black Sea coast, which bore the brunt of the deluge as it rushed out to sea.

The speed of the flood was shocking, carrying away not only homes, but 16-ton trucks as well. One driver said his truck was literally carried tens of meters by the deluge. In a separate incident, a ten-year-old girl was ripped from her mother and sister’s arms by the force of the current.

Five people in Gelendzhik were electrocuted to death after a wire fell into the water. A man trying to cross a puddle next to a store on Kerchenskaya Street was the first to receive fatal injuries. Two women and another man rushed to help him, but were also killed by the electric current. A third man later approached the four bodies, and was himself electrocuted to death, his body carried away by the oncoming flood waters.

Local authorities say a large part of the casualties were pensioners unable to escape from their homes when the floodwaters struck.

Governor of the Krasnodar region Aleksandr Tkachyov surveyed the damage in the Gelendzhik and Krymsky districts from a helicopter in order to estimate repairs, sending updates on the situation via Twitter. “The scale of it is spectacular, to be sure, and very tragic. The water came with such force that it tore up the asphalt,” the governor wrote on Saturday, commenting on a picture of one of the main streets in the city where the flood hit hardest.

Emergencies Ministry rescue teams and helicopters have been dispatched to the scene in order to join the rescue and repair efforts already underway in the region. Over 10,000 rescue officers and 140 helicopters are currently working at the scene.

Russia's President Vladimir Putin as well as Emergency Minister Vladimir Puchkov and the Minister of Regional Development Oleg Govorun have visited the affected area.

Furthermore, Russia’s Health Minister Veronika Skvortsova arrived on Sunday in the Krasnodar region. She is assessing the full impact of the tragedy and the situation in the shelters housing evacuees from the flood zone.

The Russian Investigative Committee has launched a criminal probe into the tragedy on the grounds of negligence.

Krasnodar regional authorities have declared July 9 a day of mourning.

Children's summer camps evacuated

Authorities in the Perm region of Russia dispatched their own rescue team to evacuate dozens of children who were at local summer camps as the storms hit.

“The children have no contact with the Ministry of Emergencies or the local authorities in Gelendzhik. For two days now they have been without supplies and electricity,” said Viktor Basargin, Governor of the Perm Region on Saturday. “We have decided to take action on the issue of their evacuation.”

So far, 84 children have returned home. Some 114 more are said to be an area unaffected by the disaster, so the supervisors of their camp decided the kids could continue their holiday.

There is growing concern over the tourist population in the area. The land is popular with campers and tourists for its proximity to the Black Sea. This year alone 7,130 Russian children went camping in the surrounding territory, Russian Vice-premier Olga Golodetz announced in the wake of the disaster.

However, Governor Tkachyov emphasized that the all the camp grounds in the area appear to be safe: “Practically all the campgrounds are in normal condition, nothing is threatening the lives of the children.” The only campground that has suffered as a result of the flooding was the “Azure Shore” campsite, which was without power.

Tkachyov, nevertheless supported Basargin’s decision to evacuate the children.

Fears Church of England vote on women bishops has begun to unravel

Church could see women ordained as bishops by 2014, but critics warn draft legislation contains a compromise too far

The Venerable Rachel Treweek, archdeacon of Hackney, will leave east London for York tomorrow with mixed feelings and a heavy heart. This weekend's gathering of the General Synod was supposed to be historic: the moment at which the Church of England would finally, after decades of struggle and division, pass legislation that permitted women to become bishops.

Instead of rejoicing, however, Treweek and many other supporters of the cause now find themselves in a very peculiar position. The legislation they fought so hard for is due to be presented for final approval and, if it is passed, the church could see women consecrated to the episcopate by 2014.

But Treweek is hoping for an adjournment and is dreading the possibility that the final vote will be held. Because, if it comes down to it, she will vote against.

"I cannot tell you – even sitting here now, I can feel it – how painful that feels," she says, in the low-lit quiet of St Anne's church in Hoxton. "I feel I have to hold the line of my integrity. It would be very easy to say: 'Oh, let's all just vote in favour and get this through.'… But I think it's very unlikely that I would press the yes button because of that place of integrity."

Until May, the draft legislation on female bishops met with the approval of people such as Treweek. A two-clause measure that sought to open the episcopate to women at the same time as providing for those who remain adamantly opposed to the idea, it had been approved by 42 of 44 dioceses (although not, to her chagrin, Treweek's own: the diocese of London voted against).

Although a compromise, it was viewed by many to be the least bad one in a church where fudges are a standard vehicle for change.

Then it all started to unravel. In May, the House of Bishops made two amendments to the legislation, one of which supporters say would enshrine discrimination against women in law. It is this clause – the now infamous 5(1)c – which prompted a group of senior female clergy to write to members of the General Synod expressing their "deep dismay" and hope that an adjournment would be reached that would allow for the offending passage to be looked at again.

"I've spent quite a long time trying to make myself feel it was voteable for so that we could just get on with things," said the Rev Dr Miranda Threlfall-Holmes, chaplain at University College, Durham, of 5(1)c. "For the last few weeks, I've been really very upset – prone to bursting into tears.

"But I feel a bit calmer now. I've realised I just can't do that; I haven't got that dilemma any more. It's just completely unacceptable to institutionalise discrimination against women in that way."

The objections to clause 5(1)c are complex. Supporters of female bishops had accepted long ago that provisions should be made for those evangelicals and Anglo-Catholics who, for different reasons, view a female bishop as a theological impossibility. The draft legislation allowed for parishes to request alternative bishops.

But, according to a formidable coalition of senior female clergy, the legislation as it now stands is a compromise too far which in effect legitimises discriminatory beliefs.

Clause 5(1)c stipulates that a new code of practice being drawn up should include official guidance on how to ensure that "the exercise of ministry by those [alternative] bishops and priests will be consistent with the theological convictions" of the parish which has objected to a woman.

Its defenders say that this wording is merely making explicit what was already implicit in the draft legislation. But others says it is enshrining in law the very prejudices against which supporters of female bishops have battled so long. It would, they say, create a two-tier system in which not only women, but men who ordained women or who had themselves been ordained by women, would be considered second rate.

Not everyone, even fellow supporters of the cause, agrees with them; they have been accused of nit-picking at a crucial stage, and exposing the Church of England to yet more censure for its slow-moving decision-making.

But those opposing the amended clause are undeterred. "I've had a certain amount of emotional blackmail from some people ringing me up and saying: 'You've got to vote for it because otherwise what will the general public think?'" says Threlfall-Holmes.

"But the sense I've had from the [Durham] students and also from people in the pews … is very much that the last thing they will understand is if we vote for discriminatory legislation."

Treweek, who admits she was "quite naive" about the future of women in the church when she was ordained in 1994, two years after legislation allowing female priests was passed, says it is partly because of that that she feels so strongly about women bishops now.

"It has taken this long and I didn't think it would take this long and I don't want us to ever have to revisit this," she says. "I want to get it right now. I don't want to get something in legislation which means in 10 years' time we're having to come back to this.

"This is the moment for getting it right. And if that means it has to take longer, then that's where I'm sitting at the moment."

If, as is looking increasingly likely, there is an adjournment in the debate on Monday, the legislation would go back to the House of Bishops in September and would return to Synod at a later date. Hilary Cotton, strategy co-ordinator of campaign group Women and the Church (Watch), says she would like to see the bishops ask senior female clergy for their opinion on the wording of future amendments.

If there is not an adjournment and the vote goes ahead, Cotton says she will take no pleasure in either result.

"It's a joyless position at this stage and that's a tragedy," she says, sitting with Sally Barnes, also of Watch, in the cafe at St Martin in the Fields in central London. Barnes shows off pictures of Watch's tea towel, emblazoned with the words: "A woman's place is in the House … of Bishops."

She has, like many people, been campaigning on the issue of women in the Church of England for decades – in her case, since 1979. "And we were nearly there," says Cotton.

New female dean appointed

A woman has been confirmed as the new dean at the city's minster. The Very Rev Vivienne Faull, 57, was previously the first woman appointed to a cathedral deanery when she became dean at Leicester in 2000. She is expected to take up her post at York Minster in September.

Faull said she was delighted to have been nominated and added: " It is of course daunting to move from one of the smallest to one of the largest cathedrals." The dean, who studied at St Hilda's College, Oxford, has risen to become one of the leading female clergy in the church since her ordination in 1994. She has been a member of the General Synod representing deans of cathedrals since 2004.

There are only three other female deans running cathedrals in England.

Catholic Church Fears Growing Vatican Bank Scandal

A new scandal threatens to engulf the Catholic Church and this time the focus is money. Senior Vatican officials are battling over the future of the Vatican bank. While some would like total transparency, dubious transactions from the past and present could harm the Church's image. 
 
The Vatican scandal over shady bank accounts and millions in suspect transfers began shortly before sunrise on June 5 on Via Giuseppe Verdi, a picturesque street in the old part of Piacenza, a town in northeastern Italy. An elderly gentleman in a tailor-made suit had just left his house with a leather briefcase dangling from his right hand. He was on his way to his car.

It was to be an important day for Ettore Gotti Tedeschi, who had recently been fired as the head of the Vatican bank -- even if it turned out differently than he'd expected. Tedeschi was planning to go to the Vatican on that morning, but he never got there. The 67-year-old banker missed the high-speed train to Rome, meaning he couldn't, as he had planned, get into a taxi at the Italian capital's central station for the short journey across the Tiber River to the Vatican. There, he had hoped to take the documents out of his briefcase and hand them over to a confidant of the pope.

Instead, Gotti Tedeschi found four men waiting for him in the street -- not a hit squad as he feared at first, but investigators with the Carabinieri, Italy's national military police force. Even before he reached his car, they presented him with a search warrant and escorted him back to his house. For several hours, they searched through his sparsely furnished, cloister-like home office. At the same time, other officers were searching through Gotti Tedeschi's office in Milan. Among the objects they confiscated were two computers, two cabinets' full of binders, a planner and his briefcase.

The investigators were pleased. While they made but little headway in their corruption investigation involving a client of a company Gotti Tedeschi had once headed, an Italian subsidiary of the Spanish banking giant Santander, they stumbled upon something else in there search which proved to be spectacular.

The documents confiscated from Gotti Tadeschi, a former confidant of the pope, provided Italian law-enforcement officials insight into the innermost workings of the Vatican bank. The secret dossier includes references to anonymous numbered accounts and questionable transactions as well as written and electronic communications reportedly showing how Church banking officials circumvented European regulations aimed at combating money-laundering.

A Possible Motive

The drama unfolding in the Vatican is now heading toward a climax. First, it was "il corvo," the raven, whose revelations about life in the court of the embattled and exhausted Pope Benedict XVI caused months of unease. Then came the arrest of Paolo Gabriele, the pope's butler, whom the Vatican has fingered as the source of the private papal correspondence that was leaked to the public. And now the scandal surrounding Gotti Tedeschi is providing a possible motive for the Catholic soap opera: money.

The pope had apparently tasked the financial executive with making the Vatican bank more transparent. But by approaching his task with perhaps an excess of zeal Gotti Tedeschi upset powerful forces within the Roman Curia, the Vatican's administrative and judicial apparatus. Several high-ranking officials within the Curia viewed the bank, officially known as the Institute for Works of Religion (IOR), as something akin to a trust company for clandestine monetary transactions that is not only used by the Church, but allegedly also by the mafia as well as corrupt politicians and companies. In one of the seized Gotti Tedeschi memos, he wrote: "I've seen things in the Vatican that scare me."

It is a clear turning, one which transforms the so-called "Vatileaks" affair into a financial scandal that could seriously damage the reputation of the Holy See. Internal correspondence dated May 22 from a member of the bank's supervisory board to the Vatican's Secretariat of State notes that the Vatican bank is presently "in an extremely fragile and precarious position" and that the situation had reached "a point of imminent danger."

The next act in the drama is set for Wednesday. Money-laundering experts from the Council of Europe will present a preliminary report on the Vatican in Strasbourg. It currently looks as though they will indicate serious misgivings about whether the IOR has taking sufficient precautions against money-laundering.

Their worries are corroborated by the work of Italian authorities. In questioning sessions sometimes lasting several hours, Gotti Tedeschi told public prosecutors whom he trusted in the Vatican, other than Pope Benedict XVI, and whom he didn't. The banker reportedly fingered Secretary of State Tarcisio Bertone as the ringleader of his "enemies," accusing him of doing everything possible to keep the Curia's accounts hidden from Italian authorities. The Vatican has been trying to make its bank eligible for inclusion on the Organization for Economic Cooperation and Development's so-called "white list" of financial institutions not suspected of being involved in money-laundering or terrorism financing. But Gotti Tedeschi reportedly complained that: "If we continue with Bertone's line, we'll never get off the black list."

Alarmed Vatican Leadership

Fabio Palazzo, Gotti Tedeschi's Milan-based lawyer, has declined to discuss details of the interrogations and the content of the documents seized from his client. Nevertheless, he stresses that the documents contain "useful facts" that would indicate that there were no legitimate grounds for sacking Gotti Tedeschi as head of the bank.

The Vatican leadership is alarmed. Archbishops and cardinals are far from thrilled that Italian officials are now rummaging around in their secret affairs. Papal spokesman Federico Lombardi has openly threatened Italy's law-enforcement apparatus and urged it to kindly respect "the sovereign rights of the Holy See." In other words, he believes that all those documents including confidential details about the Vatican bank that were seized during the search of Gotti Tedeschi's home should not be in the hands of Italian investigators.

The fears of the pope and the Curia are well-founded. In the past, every time Italian prosecutors have stepped in and confidential documents have found their way to light, the secretive ways of the Vatican bank have always ended up damaging the Church's prestige. For more than 40 years, the IOR, founded in 1942, has been regularly embroiled in scandals, including bribery money for political parties, mafia money-laundering and, repeatedly, anonymous accounts.

Many who have become ensnarled in illegal business dealings with the Vatican bank have been forced to pay with their lives, while others have spent years behind bars. Despite all of its sacred and solemn promises, the Vatican has succeeded in keeping the pope's bank a haven for money-launderers. And instead of being on some Caribbean island, this one is right in the middle of Europe, in the heart of Rome.
Its business model depends on keeping things as shrouded as possible from all financial authorities. Capital gains are untaxed, financial statements are not disclosed and anonymity is guaranteed. The bank's exotic status of belonging to a religious monarchy in a sovereign state the size of a city park has shielded it from investigations and unpleasant external monitoring.

The bank's headquarters are housed in a medieval defensive tower known as Niccolò V nestled right against the Apostolic Palace, the pope's official residence, and is home to a vast amount of money and commercial papers. Here, roughly 100 employees look after 33,000 accounts with total deposits of some €6 billion ($7.6 billion). The direct beneficiary is the pope and his Church; 2010 earnings from the bank were €55 million. Such revenues help make up for a decline in donations from members of his global congregation.

The European Parliament has voted to reject the Anti-Counterfeiting Trade Agreement (Acta).

The proposed agreement sought to curb piracy, but internet campaigners said it posed a threat to online freedoms.

The rejection vote followed a failed attempt to postpone the decision because of ongoing investigations into Acta by the European Court of Justice.

Euro MP David Martin said: "It's time to give [Acta] its last rites."

Twenty two EU member states, including the UK, had signed the Acta treaty - but it had not been formally ratified.

Outside the EU, the treaty also had the support of the US, Australia, Canada, Japan, Morocco, New Zealand, Singapore and South Korea.

However, following significant protests, several countries chose not to back the treaty.

Wednesday's vote is seen by most observers as the final blow to the treaty in its current form. It means no member states will be able to join the agreement.

A total of 478 MEPs voted against the deal, with 39 in favour. There were 165 abstentions.

'Hello democracy'

EU Trade Commissioner Karel De Gucht said work into tackling piracy would continue.

"Today's rejection does not change the fact that the European Commission has committed itself to seeking answers to the questions raised by the European public," he said.

"The European Commission will continue to seek the legal opinion of the European Court of Justice on whether this agreement harms any of the fundamental rights of European citizens - including freedom of speech.

"European citizens have raised these concerns and now they have the right to receive answers. We must respect that right."

As the decision was made, some of those in attendance held banners reading: "Hello democracy, goodbye Acta".

The UK's Pirate Party had campaigned against Acta since details of the treaty were first made public.

In a statement, leader Loz Kaye said he was pleased that politicians "listened to the millions" of people who had sent messages in protest.

"The European Parliament vote is a triumph of democracy over special interests and shady back-room deals," Mr Kaye said.

"Without this opposition, our representatives would have waved this agreement through. It is now clear that it is becoming increasingly politically poisonous to be 'anti-internet'."

Lilou Macé interviews Dr. Niels Harrit, Associate Professor Emeritus of Chemistry at the University of Copenhagen Denmark, Friday 29th of June 2012.

In this video interview, Niels Harrit shares his research on the 11th of September 2001 in NYC, turning point date in the history of the world. In this hour interview Niels speaks about the science but for the first time about his opinion and way of seing this event. He brings light to something that is for him pure lies. His presentation will include a factual account of the destruction of the World Trade Center that took place on September 11th 2001 in New York.

After visiting the Ground Zero site and examining the dust produced by the destruction of the towers, Niels and eight other scientists found large quantities of active thermitic material, which is normally found in explosives. As well as discussing the twin towers and how he believes that it was not possible for them to have collapsed after being hit by the two airplanes.

4.  There still is resistance in the United States to believing that the very people whose responsibility is to wisely lead, truthfully inform and adequately protect you are the very ones who have been betraying you—betraying your entire world!  We understand this resistance.  The heartbreak of your young people being wounded and dying for “freedom from terrorism” is cruel enough without the knowing that this war is based on lies and greed for power. There is NO intent for anyone’s “freedom,” and the “terrorism” that has taken so many lives has been initiated by the self-serving few at the top of this government in union with other dark souls on the planet whose purpose is the same—world domination.   
5.  To them, human life is expendable and creating negativity through fear is one of their objectives.  The massive loss of life, injuries and destruction sustained by the Iraqi people has been creating negativity without end in that country, and that energy is permeating the planet.  It is the same with the Zionists in Israel oppressing the Palestinians, another hotbed of violence instigated and kept alive by the darkness of a few souls.  Still more negativity comes from the millions dying of disease and starvation while billions are spent on amassing weapons.
6.  We understand the difficulty of sustaining optimism in the face of these happenings, yet there is supreme reason to do so. The truths coming forth are bringing the light necessary to lift and transmute this negativity into “grassroots” actions to change from war to peace, from hatred to love, ruination to restoration, violence to compassion and forgiveness, to harmony and cooperation.  Be involved!
7.  We also understand the difficulty in believing that dark members of a civilization different from human—the reptilian civilization, some of whom are residing on the planet—are manipulating their human puppets known as the Illuminati.  But be of LIGHT heart—reptilians of the light forces are there too, working hand in hand with human lightworkers to usher in the promised era of love-light and harmony.  Feel reassured by this invaluable assistance!    
8.  We understand as well the reluctance to believe in something as “miraculous” as NESARA, especially since the reality of this U.S. legislation has been denied and ridiculed by that government and their agents.  So we tell you, it is necessary only to believe in the blessings that NESARA holds for your world: the end of the current US presidential administration and its policies; cessation of war in Iraq; prosperity for all nations through fair allocation of resources; preservation and restoration of your environment.  Holding these visions in your thoughts and feelings will generate the energy to manifest them!

German birthrate hits new low

Germans had fewer babies than ever before, according to the latest government statistics. Researchers expect the birth rate to continue to drop for years to come.

In 2011, Germany's birth rate dropped 2.2 percent to 663,000 babies, the fewest the country has ever experienced, the Federal Statistical Office said in a press release on Monday. The death rate also decreased in 2011 to 852,359, or 0.7 percent less than in 2010.

There's, "no reason to worry," demography expert Gerd Bosbach told the dapd news agency. He pointed to Germany's high population density, which ranks fourth in the world. "If we fall to number six or seven, that still wouldn't be a reason for worry."

The report also published new statistics on marriages. Only 378,000 people married in 2011, compared to 382,000 in 2010.

More people dying than being born

The birth rate in Germany has been dropping for the past four decades, but 2011 saw the widest gap between the number of deaths and the number of births, with 189,647 more people dying last year than were born.

The last year that the birth rate exceeded the death rate was 1971, which saw a ratio of 1.01 million to 965,000. That difference was significantly lower than in 1964 when the birth rate overshot the death rate by 487,000.

Despite the lower birth rate, Germany's population increased last year due to a high number of immigrants entering the country, primarily from eastern Europe.

Monday's report reflected the preliminary results of data from 2011. The federal office is due to publish the final statistics in August.

Kosovo granted full independence, peacekeepers to stay

An international group has declared Kosovo a sovereign state. The former Serbian province will soon run its own government, but peacekeepers will stay to diffuse tensions between ethnic Serbs and ethnic Albanians.

Kosovo is to receive full status as a sovereign state beginning in September, according to an announcement made on Monday by an international committee in Vienna.

The International Steering Group (ISG)-made up of 23 European nations, the United States, and Turkey-has been overseeing Kosovo since it unilaterally declared independence from Serbia in 2008.

"This is a clear sign of the confidence that is being placed in Kosovo," Austrian Foreign Minister Michael Spindelegger told the dpa news agency. “It is now mature enough to stand on its own feet and to take over full responsibility for the future of all its citizens," he said.

Kosovo Prime Minister Hashim Thaci called the decision “historic” for the former Serbian province.

‘Much remains to be done,' says ISG

The ISG's decision came after four years of supervising Kosovo's implementation of United Nations guidelines for autonomy. Monday's announcement noted the country's great strides toward building a democratic state that guarantees the rights of all of its ethnic communities.

Despite the new status, international peacekeepers are to remain in the country beyond September. Tensions persist in the north between Serbs, who form the majority in that region and the ethnic Albanian authorities. The announcement did not indicate how long the NATO-led peacekeeping force KFOR or EU police would stay in Kosovo.

A final end to foreign rule

The new status will mark the culmination of a process which began when NATO forces launched a 1999 bombing campaign to end inter-ethinic fighting in Kosovo which effectively ended Serbia's rule over the territory. Subsequently, Kosovo was placed under UN administration until its 2008 declaration of independence.

Kosovo's minority Serb population does not recognize the government in Pristina. It also worries that the majority Albanian population abuse its power once the international community leaves.

Belgrade said the ISG's decision was bad news for the Kosovo's Serb minority.

"When any international mission in Kosovo leaves, it can mean a greater danger for both Serbs and Serbia," Serbia's state secretary for Kosovo, Oliver Ivanovic, told Belgrade's B92 television.

JERUSALEM (AP) — Israel's national Holocaust memorial has toned down its account of Pope Pius XII's controversial conduct during World War II, following a diplomatic flap with the Vatican.

A wall panel at the Yad Vashem memorial inaugurated Sunday still says the wartime pontiff did not do enough on behalf of Europe's Jews. But it also offers the views of defenders who say that the church's "neutrality" helped save lives.

It takes a veiled barb at the Vatican for not opening its secret archives for historians to review the pontiff's wartime actions.

The papal nuncio to Israel had threatened to skip the annual Holocaust remembrance day ceremony at Yad Vashem in Jerusalem 2007 because of the panel. He eventually relented, but the spat frayed delicate ties between Israel and the Vatican.
