Business as usual in Brussels despite Dutch ‘no’ to Ukraine

The Dutch ‘no’ vote in Wednesday’s referendum on the EU’s treaty with Ukraine will have no impact on the implementation of the agreement, a spokesman for the European Commission told broadcaster Nos. 

The treaty has already been signed and unanimously accepted by all EU leaders and the Dutch ‘no’ will not change that, the spokesman is quoted as saying. 

The treaty has not yet been ratified by the Dutch parliament and the government has now said that it will take the ‘no’ vote into account. 

Although the referendum is advisory and not binding on the government, prime minister Mark Rutte said on Wednesday evening the Netherlands can no longer ratify the treaty ‘just like that’. 

Step by step

What happens next will have to be looked at ‘step by step’, the prime minister said. Ministers will talk to parliament and to the country’s European partners before deciding what to do next, he said. 

European Commission chairman Jean-Claude Juncker, who warned ahead of the vote a ‘no’ could cause a crisis, said he was sorry about the results. A spokesman for Juncker said he had spoken to Rutte on Wednesday evening, once it became apparent that a majority of those voting rejected the treaty.

‘It is now up to the Dutch government. It is not our job to diagnose what is up with Dutch public opinion,’ the spokesman is quoted as saying by the AD.

The Commission itself and European Council president Donald Tusk both said they would not react until the Dutch government had decided what to do, Nos reports. 

Tusk did add that the implementation of the treaty between the EU and Ukraine would continue because it had already been ratified by the 27 other member states. 

Just over 32% of the electorate turned out to have their say in the advisory referendum, which the ‘no’ vote won with 61.5%. This means the government must reassess the treaty and take the results of the referendum into account, but does not need to abide by the result. 

Speculation

Commentators are now speculating what the government will do to appease the ‘no’ voters. Twente University local government professor Marcel Boogers said he expects the European Commission will again emphasis that the treaty does not pave the way for Ukraine to join the EU.

‘Rutte will then be able to say “see, we have taken the result seriously”, and then the treaty of association can go ahead,’ he told broadcaster Nos. 

Belgian professor Peter Van Elsuwege said in a blog post quoted by the Financieele Dagblad: ‘It would be extremely cynical to allow a relatively small part of the population of a relatively small member state to block a treaty which has been approved by 27 national parliaments and the European parliament.’

Let us speak of government. We're not speaking of your government, but of any government - the way it works, how it survives, how it has survived, the way it campaigns, and how it elects leaders. It's going to change.

Years ago, I told you, "When everybody can talk to everybody, there can be no secrets." Up to this point on this planet, government has counted on one thing - that the people can't easily talk to each other on a global scale. They have to get their information through government or official channels. Even mass media isn't always free enough, for it reports that which the government reports. Even a free society tends to bias itself according to the bias of the times. However, when you can have Human Beings talking to each other all at once, all over the planet without government control, it all changes, for there is open revelation of truth.

Democracy itself will change and you're going to see it soon. The hold-outs, the few countries I have mentioned in the past, are doomed unless they recalibrate. They're doomed to be the same as they have been and won't be able to exist as they are now with everyone changing around them.

I mentioned North Korea in the past. Give it time. Right now, the young man is under the control of his father's advisors. But when they're gone, you will see something different, should he survive. Don't judge him yet, for he is being controlled.

In government, if you're entire voting base has the ability to talk to itself without restriction and comes up with opinions by itself without restriction, it behooves a politician to be aware and listen to them. This will change what politicians will do. It will change the way things work in government. Don't be surprised when some day a whole nation can vote all at once in a very unusual way. Gone will be the old systems where you used to count on horseback riders to report in from faraway places. Some of you know what I am talking about. Government will change. The systems around you, both dark and light, will change. You're going to start seeing something else, too, so let's change the subject and turn the page. … "

Are you aware right now, that you have a president who was elected on the Internet? He figured it out. When everybody can talk to everyone, you have plenty of funding. A few dollars here, a few dollars there. You talk to millions at the same time, they talk to millions at the same time. It's a new paradigm of communication. The young people know all about it, and you can't stop it. Watch for more from this new paradigm.

It is worldwide communication, one person at a time. It doesn't matter how many laws you pass, and it doesn't matter what you decide about who is in charge of it, you can't stop it. Putin tells Armenia, Azerbaijan leaders to 'ensure' end to Karabakh clashes

Moscow (AFP) - Russian President Vladimir Putin on Tuesday urged the leaders of Armenia and Azerbaijan to ensure a halt to deadly clashes over the disputed Nagorny Karabakh region after a truce was agreed.

"Putin called on both sides to urgently ensure a complete cessation of military hostilities and respect for the ceasefire," the Kremlin said in a statement after Putin spoke to the two presidents separately by telephone.

Putin voiced "serious concern" after four days of fighting killed at least 64 people in the the worst outbreak of violence over the territory since since an inconclusive truce in 1994.

Putin also underlined the need to restart internationally moderated peace negotiations that have failed to definitively end the bitter feud over the past two decades.

Azerbaijan and Armenian separatists in Nagorny Karabakh on Tuesday said were ending their fighting after four days of bloodshed, as international powers scrambled to resolve the worst violence in decades over the disputed region.

Armenian and Azeri forces said they had agreed a ceasefire to halt the fighting from 0800 GMT.

The truce came after Azerbaijan's army claimed to have snatched control of several strategic locations inside Armenian-controlled territory, effectively changing the frontline for the first time since the 1994 truce.

Separatists backed by Yerevan seized control of mountainous Nagorny Karabakh, a majority ethnic Armenian region lying inside Azerbaijan, in an early 1990s war after the Soviet Union crumbled that claimed some 30,000 lives.

The sides have never signed a peace deal despite the 1994 ceasefire and sporadic violence regularly claims lives of soldiers on both sides, though the latest outbreak represented a serious escalation.

While ex-Soviet master Moscow has sold arms to both sides and treads a careful line between the two, it has a military alliance with, and base in, Armenia and far closer ties to Yerevan.

Reykjavik (AFP) - Iceland's prime minister resigned Tuesday, becoming the first political victim of a mushrooming worldwide scandal over hidden offshore financial dealings exposed in the so-called Panama Papers.

Prime Minister Sigmundur David Gunnlaugsson was the biggest casualty of a worldwide media probe into 11.5 million leaked documents that purportedly reveal the offshore financial activities of 140 political figures, including 12 current or former heads of state.

"The prime minister told (his party's) parliamentary group meeting that he would step down as prime minister and I will take over," the Progressive Party's deputy leader Sigurdur Ingi Johannsson told a live broadcast.

A series of other leaders and stars fingered in the leaked papers have hit back at the allegations, denying any wrongdoing despite the international furore.

Those named include Russian President Vladimir Putin's associates, Chinese President Xi Jinping's relatives, British Prime Minister David Cameron's later father and celebrities such as Argentine footballing great Lionel Messi.

Iceland's leader had been under immense pressure after the papers, leaked from a Panamanian law firm, appeared to show that he and his wife Anna Sigurlaug Palsdottir owned an offshore company in the British Virgin Islands and placed millions of dollars there.

Though the prime minister denied ever hiding money abroad, pressure on his government had mounted, with egg-throwing protesters gathering in the streets Monday and fresh demonstrations planned Tuesday.

'Groundless allegations'

The vast stash of records from Panamanian legal firm Mossack Fonseca was obtained from an anonymous source by German daily Sueddeutsche Zeitung and shared with more than 100 media groups by the International Consortium of Investigative Journalists (ICIJ).

The network of journalists published their first findings Sunday after a year-long probe.

Offshore financial dealings are not illegal in themselves, though they may be used to hide assets from tax authorities, launder the proceeds of criminal activities or conceal misappropriated or politically inconvenient wealth.

In Beijing, there was no official reaction to ICIJ allegations that eight current or former members of the ruling party's most powerful body concealed their fortunes through offshore havens, as well as relatives of Xi Jinping, who has overseen a much-publicised anti-corruption drive.

Asked whether China would investigate those named in the reports, however, foreign ministry spokesman Hong Lei said: "For such groundless accusations, I have no comment."

The Kremlin suggested a US plot after the leaks put a close friend of Putin's at the top of an offshore empire worth more than $2 billion.

"Putin, Russia, our country, our stability and the upcoming elections are the main target, specifically to destabilise the situation," said a Kremlin spokesman, claiming many of the journalists were former officers from the US state department, the CIA and special services.

Rich must pay taxes too

Messi's family denied any wrongdoing after the footballer and his father were named as owners of a Panama company that had not previously been disclosed during a Spanish probe into their tax affairs.

"The Panama company to which they refer to is a totally inactive company that never had any funds or any open current accounts," the Messi family said in a statement Monday.

Australia, France and the Netherlands have announced investigations into revelations contained in the papers. A judicial source said Spain had opened a money-laundering probe into the law firm.

"We need to make sure that not just ordinary citizens pay their taxes but also people who have a lot of money, who earn a lot of money, pay their taxes where they make that money and don't hide the money," visiting European Commission Vice President Frans Timmermans told reporters Tuesday in the Polish capital Warsaw.

Panama has pledged to identify whether any crimes had been committed and any financial damages should be awarded.

But France's Finance Minister Michel Sapin said his country would put Panama back on its list of countries that do not cooperate in efforts to track down tax dodgers following the revelations.

Latest allegations

Among the latest allegations of the Panama Papers investigations:

- A North Korean front company used to help fund the country's nuclear weapons programme, Pyongyang-based DCB Finance Ltd, was among Mossack Fonseca's clients, according to the BBC and The Guardian.

-- Prime Minister David Cameron's father ran an offshore fund that paid no tax in Britain for 30 years, according to the Panama Papers probe. Cameron's Downing Street office insisted it was a "private matter" although a government source later told AFP that the prime minister himself did not have any such funds.

-- Aides to French far-right leader Marine Le Pen put in place a "sophisticated offshore system" to hide money, according to Le Monde newspaper.

-- Syria used Mossack Fonseca to create shell companies to help it break international sanctions and fund its war effort, the French paper said.

The papers, from around 214,000 offshore entities covering almost 40 years, also name the president of Ukraine and the king of Saudi Arabia. Ukrainian President Petro Poroshenko denied any wrongdoing, but he may face an attempt to impeach him.

One of the Panama law firm's founders, Ramon Fonseca, told AFP the leaks themselves were "a crime, a felony" and "an attack on Panama".

Mossack Fonseca is subject to investigations in Germany and also in Brazil, where it is part of a huge money laundering probe that has threatened to topple the current government.

The name is one of thousands of names listed in account files from Panama made public by several media operations. Solis-Beaumont is married to Miguel Arias Canete (pictured above), Spain's EU Commissioner for Energy and Climate Protection. His wife is from a wealthy family and had the power to sign documents for the Rinconado Investment Group - a shell firm in Panama - in 2005.

The company existed at a time when her husband held public office in Madrid, and when he joined the EU Commission in 2014. A journalist from the investigative group that evaluated the "Panama Papers" informed the Spanish Commissioner, who in turn immediately called EU Commission President Jean-Claude Juncker with the news of possible negative publicity the Commission might face.

There is no evidence the Canetes were involved in illegal business or evaded taxes, but EU Commissioners are expected to meet high ethical standards.

Canete had disclosed his finances upon taking office - as required - including the business activities of close relatives. Commissioner Canete's "declaration appears to be in compliance with the code of conduct for commissioners," EU Commission spokesman Margaritis Schinas said on Monday in Brussels, and twice pointed out that this assessment is based on Canete's statements.

According to the spokesman, Canete declared the company in Panama had been inactive for years, so there couldn't have been a conflict of interest that in turn might have influenced his job. His wife's lawyers said Micaela Demecq Solis-Beaumont had given the Spanish revenue offices all the necessary information.

'Scandalous' tax evasion

The EU Commission has taken up the fight against tax avoidance and international tax loop holes.

A European Parliament committee is looking into whether EU Commission President Jean-Claude Juncker turned Luxembourg into a tax haven by introducing tax evasion models for large companies when he was prime minister.

The accusations, roundly dismissed by Juncker, emerged two years ago in the wake of the "Lux Leaks" disclosure of secret tax deals between Luxembourg finance authorities and companies.

EU lawmaker Michael Theurer says the Panama Papers are shocking. "Of course, our special investigative committee will also take up the trails and findings from the Panama Papers," he said. "We knew that Panama is a tax haven, but the apparent extent of the tax evasion and the suspicion that heads of state and government are involved is a scandal," the German lawmaker said.

EU to tax profits where they're generated

Luxembourg has extremely low tax rates for profits generated in other parts of the world. This custom, also a common practice in other EU states like Ireland or the Netherlands, is to be curbed by a new EU law. The EU Commission, led by French EU Commissioner Pierre Moscovici, submitted a proposal earlier in the year that would see profits taxed where they are actually generated. Tax evasion schemes like those in Luxembourg would, then, cease to be attractive.

Moscovici told French broadcaster RTL that the EU was now free of tax havens: "We are complying with international standards." Potential allegations emanating from the Panama Papers would have to be investigated. However, the mere existence of an offshore firm was not illegal, he added. The French, Dutch and other governments in Europe announced that tax authorities and state prosecutors would scrutinize the bank account data.

Punishment for banks?

Sven Giegold, a member of the European Parliament for the Green party and financial expert, demanded sanctions on European banks which are engaged in business with dubious offshore companies: "Through their inactivity, EU member states allow wealthy elites to make funds disappear in third countries and thereby evade inland tax payments. It's scandalous that there is no transparency whatsoever for this sort of business and that we still have to rely on information provided by whistleblowers and journalists," Giegold said in Brussels.

The EU Commission promptly expressed disagreement with Giegold's view. European banks already had to disclose their tax operations and shares, said a spokesperson for the Commission.

The bank account lists from Panama feature names of various other European politicians. Acting prime minister of Iceland, Sigmundur David Gunnlaugsson, and two of his cabinet ministers apparently owned secret offshore companies provided by the now notorious Panama City law firm.

A close aide of former Greek prime minister Antonis Samaras and the late father of British prime minister David Cameron are also believed to have been active in Panama.

AP news agency rejects Nazi collaboration claim

Washington (AFP) - The Associated Press on Wednesday defended its operations in Germany in the run-up to World War II after a researcher uncovered what was claimed to be evidence of collaboration with the Nazi regime.

The US news organization responded to a paper in the German-language journal Studies in Contemporary History claiming it supplied American newspapers with material selected by the Nazi propaganda ministry, and in turn allowed it to use AP images for anti-Semitic propaganda.

"AP rejects the suggestion that it collaborated with the Nazi regime at any time," said a statement from agency spokesman Paul Colford.

"Rather, the AP was subjected to pressure from the Nazi regime from the period of Hitler's coming to power in 1933 until the AP's expulsion from Germany in 1941. AP staff resisted the pressure while doing its best to gather accurate, vital and objective news for the world in a dark and dangerous time."

Colford added however that the AP is now "reviewing documents and other files in and beyond AP corporate archives, in the US and Europe, to further our understanding of the period."

Researcher Harriet Scharnberg, citing documents and interviews, said she found evidence of more cooperation from the AP than previously disclosed.

She noted that the Nazi regime gained control over the German subsidiary of AP in 1935 as other news organizations left the country.

By agreeing to a 1934 German law governing the press, the AP "ceded considerable influence over the production of its news photos to the propaganda ministry," the researcher wrote.

The Guardian newspaper, which first reported on Scharnberg's research, said the agreement enabled the US agency to keep its Berlin bureau open after most other international news organizations departed.

AP said it had shared a large amount of material from its archives with the researcher, but that she used materials from other sources as well.

The agency defended its reporting from Germany in the period leading up to the war.

"AP news reporting in the 1930s helped to warn the world of the Nazi menace," the statement said.

"AP's Berlin bureau chief, Louis P. Lochner, won the 1939 Pulitzer Prize for his dispatches from Berlin about the Nazi regime. Earlier, Lochner also resisted anti-Semitic pressure to fire AP's Jewish employees and when that failed he arranged for them to become employed by AP outside of Germany, likely saving their lives."

Colford said much of Scharnberg's research concerned a German photo agency subsidiary of AP Britain that was created in 1931, and which in 1935 became subject to the Nazi press-control law.

US newspapers were supplied through the subsidiary with images taken in Nazi Germany -- including ones from the government or government-controlled sources that were clearly labeled as such, he said.

"Images of that time from Germany had legitimate news value as editors and the public needed to learn more about the Nazis," Colford said.

AP "did not engage in direct publication and until Ms. Scharnberg's research had no knowledge of any accusation that material may have been directly produced and selected by Nazi propaganda ministries," he added.

When Germany declared war on the United States and expelled all foreign news organizations in 1941, "AP lost control over its subsidiary and therefore the use of its photos," Colford noted in response to the claim it allowed its archives to be used for propaganda.

That attack on the hospital; explosions at a peace rally in Ankara, Turkey; clashes between Israelis and Palestinians; the situation in Syria; and shootings in the United States have caused some to view deadly violence and other prevalent conditions globally as “unsolvable problems.” Dear ones, none of the issues of your concern, which also include effects of climate change, lack of clean water, deforestation, near extinction of some animals, diminishing bee population, widespread surveillance, unjust legal and justice systems, enforced vaccinations, massive impoverishment and rampant pollution as well as war mentality, bigotry, greed and ignorance of truths is unsolvable!

Everything happening in your world is due to Earth’s ascension into increasingly lighter energy planes wherein negatively-based activity is more quickly and emphatically running out its energetic course. However, in some circles this is deemed evidence that “end times” are at hand. We know this isn’t your belief, but we think you will enjoy knowing what God told my mother about that concept several years ago:

“Those souls who are intent upon having an Armageddon, so they shall! But for you who aren’t intent upon having that sort of ‘future,” you WON’T! You can stay within the light and rise into higher and higher dimensions of closeness, understanding, awareness. There are no strict rules that are so complex or rigorous that you and anyone else aren’t capable of adhering to them. All that is required is to live within the light! Or in simplest terms: BE KIND.”

And, with thanks to the light—the same energy as love and the most powerful force in the cosmos—your world is overflowing with kindness and godly works as more and more people are “seeing the light.” Joyously greet this unfolding of consciousness connecting with soul-level knowledge—this, not bodies rising into the skies, is personal ascension—the shedding of all of third density’s negative characteristics and harmful behavior to self and others.

As for other aforementioned issues of concern, first we say, do not be fearful about anything! We cannot say too often that the energy of fear refuels those with dark tendencies and the universal law of attraction is in constant operation!

Now then, to address those issues. Harsh effects of climate change will ease as Earth gets closer to attaining her once-moderate climate worldwide; if necessary, residents of sea-level island areas will be relocated in plenty of time to avert danger. Ongoing assistance of your universal family includes neutralizing or ameliorating harmful effects of toxic elements in vaccines and all sources of pollution; and, added to your own technologies that are emerging from Illuminati suppression, your family will introduce advanced technologies that can remedy environmental damage so quickly that you will be astounded. Bees will return and eventually wildlife will rebound to sustainable numbers except for the few species in arctic climes that will not adapt to those areas’ rising temperatures. Peaceful, trustworthy behavior in your society will end the need for surveillance; all unfair or injurious national laws, justice systems, regulations, and cultural traditions will end incrementally; and, as your world’s resources are fairly allocated, poverty will be eliminated.

It is Gaia’s desire and intention that her planetary body be restored to its original health and beauty and Earth’s humankind flourish in abundance and live in harmony with each other and all of Nature. And so it shall be! Planetary ascension—the world transformation process that you went to Earth to assist in—is assured! Personal ascension is a choice that each person makes, and part of attaining spiritual and conscious enlightenment is knowing the soul you are. Most heartily we have welcomed all of your relevant questions and now shall answer those for which there was no space in previous messages.

“How do I ‘go within’ to ask a question and how will I know if the answer is from soul level or my conscious thought?” In solitude and comfort, visualize yourself in the midst of golden white light, think or say aloud what you want to know, then quiet your mind and simply BE. You may want to see if meditative music is relaxing or a distraction, and it could be helpful to ask first a question that can be answered “yes” or “no.” The answer may come immediately or take a few moments, and when it does, it may be a word, phrase or sentence, which may be audible or appear as a printed sign or move in tickertape fashion; or one or more mental images; or a sensation that clearly indicates “yes” or “no.”

If what you see, hear or strongly sense is similar to what you had been thinking, or hoping for, prior to “going within,” it doesn’t mean that the answer is your own thought; it could be confirmation that your conscious thought and soul knowledge expressed as intuition are closely connected. And, please don’t be disheartened if nothing happens at first try, or even a few times—like every other worthwhile endeavor, practice leads to improvement.

“Was it the person Jesus or his soul who knew how to walk on water and turn a few fish and bread loaves into enough food for the multitudes or were those stories made up to substantiate the claim that he is ‘the only son of God’?” Jesus and his soul were one and the same being, just as every other soul-self is. He knew that everyone has the innate capacity to manifest whatever the person desires and can visualize; that’s why his teachings included that whatever he could do, everyone else could, too. He did walk slightly above water on an occasion when there was a need to do so, and one time there was a need to turn a small amount of food into enough for a hungry crowd. I noted both in my journal.

A conversation with my mother soon after we started communicating in 1994, when I was still living in Nirvana, answers a number of queries about the soul’s origin and its relationship with the cumulative soul, and I’ve asked her to copy those parts.

The soul is the very essence of life as it first sprang from Creator. It is an indestructible living entity of light energy that may have a physical body, etheric body or astral body, or it may exist in free spirit only. Our souls, manifested by God through His co-creating powers with Creator, are expressions of the love and light of God and contain in microcosm every essence of God. In any of its forms, the soul is an inviolate independent being at the same time it exists inseparably with God and Creator and all other souls.

The soul is the power behind everything that exists on Earth. It is the life force of all its parts that it creates for ever-greater experiencing. At every level of evolvement, each soul part is an independent self with intelligence, characteristics, choices, goals and all the other life elements that make each person a unique being.

Each individual lifetime of a soul is its personage. The sum of a soul's personages is the cumulative soul, and all knowledge gained by each personage is available to all. Thus, as each one melds into the cumulative soul, bringing the wisdom of that lifetime’s experiences, every individual personage evolves just as the cumulative soul does. I believe the simplest explanation of the cumulative soul is this: It is the composite of all its parts starting with the very first division of itself into an independent lifetime for diversity in experiencing.

Where do cumulative souls reside?

There is no specific place of residence because a cumulative soul is not an individual entity, but rather the indivisible sum of all its personages wherever they are living, and it grows as each one adds its lifetime experiences to the ever-changing composite. Actually, a better description of a cumulative soul than I first gave you is that it is a force field that derives its entire essence from all its aspects wherever they are throughout the universe.

Do you personally know the other personages in your cumulative soul or do you only have access to their knowledge?

I know those who are in this realm and some of us have become friends. Some are spending a lifetime on Earth, and I know very well who they are! Some have moved so far toward the light that our energy densities are incompatible, so a meeting isn’t possible, and others have regressed far from the light into lower densities, and I’m surely not interested in going there! Some have chosen lifetimes out of this galaxy, where I don’t travel often, so I’m barely acquainted with them.

Each has its own soul growth to accomplish, Mother. Wherever the other personages are experiencing for their individual growth, we’re always within the familial bonding of our cumulative soul. But it isn’t necessary that we meet or share lifetime interests or know all the details of each other’s lives. What we do share is the essential knowledge of our collective awareness, otherwise all the individual souls’ learning would be wasted.

The cumulative soul can advance from its station toward the light only by the advancement of its personages. Therefore, each one not only has the benefit of the cumulative soul’s composite knowledge, but it is continuously given encouragement at soul level to master its chosen lessons so the cumulative soul can evolve. However, that is not self-serving—with that soul’s advancement, all of its personages also have the opportunity to evolve. But, depending upon the free will choices of each, the personage can either grow toward the light or regress so far as to become trapped in base energy.

If a personage becomes trapped, how does that affect its cumulative soul's energy?

The lifetime energy registration that consigns a personage to the base energy placement does not affect its cumulative soul because that personage's unique energy stream made its own way entirely by its free will choices. The cumulative soul may encourage its personages, but it can't ever interfere with their free will. However, out of love for all its personages, the cumulative soul may request divine grace to assist any that become trapped in base energy.

Are the individual souls always aware of everything their cumulative soul knows?

Let me compare this with your memory, Mother. Nothing you have learned or experienced is ever lost in your memory system, but you can't remember everything at the same time–it would be overwhelming! Furthermore, many of your experiences were so trivial that they were irrelevant to subsequent happenings and never returned to your conscious mind, yet all are in your memory bank. It's the same with the personages of the cumulative soul as they experience their respective lifetimes.

That makes sense. Matthew, with all these parts of your cumulative soul, I just want to be absolutely sure that you are ONLY my Matthew and nobody else!

Oh, Mother, absolutely I am Matthew and no one else! Every personage is its own soul and no one else! The cumulative soul is the synthesis of all its independently functioning soul-selves.

But it sounds as if every soul that divides itself becomes a cumulative soul, so you could do the same and become one, too.

Mother, I realize that in my eagerness to answer your questions, sometimes my efforts result in confusion rather than clarification. The terms I've given you for the various aspects of soul expression—cumulative soul, personages, soul fragments or sparks and such—are meant only to show the soul's long journey striving through multiple lifetimes to return to its beginning in the perfect love and light of Creator.

In this realm we don't need differentiation of terms, as the soul's energy registration in the universe is evidence of its evolutionary station. Since each soul is its own inviolate self regardless of its station or the number of its progeny, we think of each simply as "soul." And that is how we speak of each one to you unless we are trying to explain the soul growth stages through its independently functioning aspects, or the inextricable and eternal connection of each soul with God and all other souls in the universe.

Thank you, Mother, and yes, I see that once again must leave remaining questions about the soul for the next message. We hope that our answers thus far have been convincing: You are limitlessly powerful, unconditionally loved divine beings in the eternal Oneness of All.

German FM lauds Kyrgyzstan as a stable democracy in a volatile region

German Foreign Minister Steinmeier has visited the central-Asian Republic of Kyrgyzstan, praising the country as a "living democracy." However, he also highlighted the growing threat posed to the region by extremism.

While touring Bishkek, the capital of the former Soviet Republic of Kyrgyzstan, German Foreign Minister Frank-Walter Steinmeier promised to deliver further funds in aid to help the country maintain a stable democracy. Following a meeting with President Almazbek Atambayev, Steinmeier announced that Kyrgyzstan paid an "exceedingly important contribution to guaranteeing stability in the region as a living, parliamentary democracy."

With the so-called "Islamic State" movement gaining influence in the region and recruiting a fast-growing number of locals to fight for them in Syria and Iraq, Steinmeier also stressed that a strong democracy provided a good measure to prevent "radicalism and fundamentalism from taking hold."

Kyrgyz Foreign Minister Erlan Abdyldaev said, however, that in order maintain that standard, the country needed more money.

"We also wish for our country to be open and democratic. But democracy cannot thrive in poverty," he said, according to the German DPA news agency.

A lifeline out of poverty

With the country's economy relying largely on the mining of coal and gold, 40 percent of its 5.7 million-strong population are currently living below the poverty line, according to the International Monetary Fund. But with Russia's economy dragging many of its former Soviet republics down as well, stability and safety come at a cost, which the landlocked republic can barely afford.

Kyrgyzstan was Steinmeier's second stop in a three-day-tour of the region. Having visited Uzbekistan earlier, the foreign minister prepared to head for his final stop on the itinerary, Tajikistan, where he is due to meet with authoritarian President Emomali Rahmon, who has been ruling over the impoverished mountain state since it broke off from the USSR in 1991.
